Organizational effectiveness and legitimacy in policing are largely based on public perception witnessed predominantly through interactions with line officers and first-line supervisors. The demand for highly effective first-line supervisors falls short as agencies are ill-equipped to provide leader development. This mixed methods study examined the characteristics and attributes of first-line supervisors as perceived by line officers in the Asheboro, North Carolina Police Department. The operational uncertainties for police work—e.g. isolation, ambiguity, contextually contingent decision-making—force police departments to push discretion down to its lowest level employees. Consequently, officers are expected to exercise independent thought and judgment in response to the challenges confronted. Yet public criticism of police often breeds from officers’ “poor” decisions and the inordinate amount of discretion they are granted. Police organizations rarely experience crises for failing to control crime, rather it is failure to control police discretion that most often threatens a department’s legitimacy. A key issue related to the criminal justice system is if a college education makes a significant impact on an officer’s decision making, perception of their job, and desirability by police departments. Little research has been done on police departments in Massachusetts, so interviews were conducted with three high-ranking police officers in Massachusetts. They were selected using a convenience sample and the results were compared to the results of scholarly journal articles. Only some of the interviews and articles show that police officers with a college degree use force less often, they were inconsistent regarding a college educated officer’s job …

This dissertation investigates police report writing at the Jackson Police Department in Northwest Arkansas. It presents three primary research questions which are addressed through qualitative methods of interview, observation, and discourse analysis.

1) In what ways does police training address report writing?

2) What audience awareness do police officers have when writing reports?

3)How do actual report audience members read and evaluate reports?

With domestic violence an increasing problem within the United States, police response to domestic violence has emerged as an important issue in its prevention and treatment. Recent research on police response to domestic violence has yielded conflicting results, with some studies showing that officer gender affects responses. The purpose of this study was to examine the effect that officer gender has on both formal and informal police responses to domestic violence. Incident reports were collected from a police agency to examine responses to domestic violence.
