This master’s thesis explores the 1978 founding, existence, dissolve, and the legacy of the Santa Fe, New Mexican artist exhibition group, La Cofradía de Artes y Artesanos Hispánico (La Cofradía). La Cofradía was formed by six Santa Fe Hispano artists in reaction to creative limitations first imposed on Hispano artists in 1926, when the annual Spanish Market was formed. The public focus on domestic violence has been one of the most successful campaigns of the modern women's movement. This success was achieved in part through the creation of strategic alliances among agencies and organizations responding to partner violence. One of the most contested of these alliances involved partnering with the criminal justice system. While representing an advance in holding police accountable in protecting all citizens (Coker, 2006), this alliance has had problematic consequences, particularly as it has extended state power into the lives of women of color (e.g. Richie, 2005). Social scientists examining the police role have typically assumed that the individual police officer or department is relatively free to implement social policy as he/she or it sees fit. This assumption is reflected in many police studies which stress the importance of police chiefs, police discretion, and police personalities as being the decisive factors in police behavior.

A more tenable approach to studying the police would be to examine police behavior in terms of the place of the police in class conflict. This approach would focus mainly on how conditions outside of police organizations have shaped police response.

This is an exploratory study which focuses on the types of information that deputies assigned to the Department of Public Safety, Multnomah County, Oregon, consider important when making a decision regarding the disposition of a juvenile offender.

This empirical study developed as a result of participant observation. The authors spent one year working with deputies as part of police-social worker teams. During the course of the year it became apparent that police use a considerable amount of discretion when determining the disposition of a juvenile offender.
