Lakes are the largest reservoir of available surface freshwater on Earth, representing an irreplaceable ecosystem, essential for all life. Despite the crucial need for these lakes, there has been minimal research focused on their health and security. There are over 1,600 transboundary lakes worldwide, which do not follow political borders and thus result in governance and management challenges. This dissertation examines the problems associated with the transboundary movement of electronic waste (e-waste), a term that refers to end-of-life or discarded electrical and electronic equipment. These problems occur mostly in developing countries where proper facilities and technology for environmentally sound management of e-waste are not sufficiently available. The Basel Convention on the Control of the Transboundary Movements of Hazardous Wastes and Their Disposal is the only existing international treaty governing the electronic waste trade. However, the Basel Convention, which employs the Prior Informed Consent (PIC) procedure as a control system, exempts electronic assemblies destined for direct reuse, repair, refurbishment, …

The migratory nature of sea turtles makes their protection difficult and that causes the failure of International environmental law to protect them. Despite years of concern for sea turtles and the threats to them no rule of national law and no single international environmental agreement are capable of effectively protecting sea turtles. Sea turtles have been protected through domestic environmental laws such as the US Endangered Species Act. The use of alternative dispute resolution (ADR) in government disputes is mandated by the Administrative Dispute Resolution Act of 1990. The use of ADR to resolve disputes provides a quick and inexpensive resolution versus litigation. The Air Force currently has a very strong ADR program in place to resolve acquisition and workplace disputes. However, the varied conditions and situations of environmental issues have prevented the Air Force from achieving similar success in this area. This research analyzes the experiences of 26 Environmental Conflict Resolution Practitioners who have resolved environmental disputes using ADR techniques. One of the most frequently cited reasons for the slow and costly progress of Superfund cleanups is the remedial investigation and feasibility study process (RI/FS). After each phase of the RI/FS process there are several possible alternatives that may be chosen. This research developed decision support models to help decision makers choose between the feasible alternatives at five different decision points during site characterization activities. The models make recommendations on how to deal with any particular chemical based on the risk posed by that chemical. In 1988, the General Accounting Office released the report Water Pollution: Stronger Enforcement Needed to Improve Compliance at Federal Facilities. The report claimed Federal Facilities were in noncompliance of environmental statutes at twice the rate of nonfederal facilities. The Air Force chain of command, from Chief of Staff to Commander and Chief, emphasize environmental compliance is expected at all Air Force Facilities. To enhance the Air Force's Clean Water Compliance Program, past noncompliance violations were compiled and an analysis performed assessing the value of the past violation trends as managerial tools in achieving compliance.
