This thesis will seek to demonstrate how the U.S.'s attempt to export democracy by leading the NATO air campaign to overthrow Muamar el Gadafi in 2011 undermined U.S. foreign policy goals producing regional instability and power vacuums. This work will attempt to summarize the historical fragility of democracies, the cultural basis needed to establish a strong democratic system, the tradition of autocratic government in the Middle East, and how all three of these factors were largely ignored in overall U.S. planning and strategy in its intervention in the Libyan Civil War. On December 6, 2011, the Austrian Parliament unanimously adopted the Bundesgesetz über die Genehmigung von Weltraumaktivitäten und die Einrichtung eines Weltraumregisters (Weltraumgesetz), or Austrian Space Act. Thus, Austria became the sixth EU member state and one of more than a dozen states globally adopting a comprehensive national act focusing on national activities related to or in outer space, and more specifically the prospect of fundamental private participation therein. The United States must be able to distinguish between common criminals and unlawful enemy combatants and then apply the appropriate rule of law to each category with unabashed clarity.

The confusion associated with comprehending fundamental legal concepts associated with how America conducts the "War on Terror" centers around the unwillingness of the U.S. government to properly distinguish al-Qaeda unlawful enemy combatants from domestic jihadi terrorists. The United States Supreme Court heard two Medicaid cases this term that raise major questions about the program and the tensions it creates between the federal and state governments. On October 3, 2011, the Court heard oral arguments in Douglas v. Independent Living Center of Southern California, a dispute between California and its Medicaid providers regarding reimbursement cuts resulting from California's budget crisis. The Medicaid providers argued that the proposed cuts are so extreme as to violate federal law and thus the Supremacy Clause of the United States Constitution. In 1902 Lenin published the political tract which became a basic text for left-wing activists titled 'What is to be Done?'. Della Elliott tended not to ask that question; rather she saw what had to be done, and got in and did it. In the process, her doing was careful, meticulous, and professional; all the metaphorical'i's were dotted, and the 't's crossed. Moving away from metaphors to actualities, spelling had to be correct, and meanings clear.

In President Obama’s first year in office, he failed in combating al-Qa’eda, the Taliban, and associated forces. President Obama wished to change the perception on the ‘War on Terror’ established by the Bush Administration, but instead created more confusion and frustration in an attempt to change old policies.

Most notably, President Obama refused to irrevocably and sternly tell the American public that the conflict with al-Qa’eda was indeed a war. The Bush Administration’s first action taken after 9/11 was the pronouncement that the United States was at war. President Obama instead referred to the conflict as an “overseas contingency operation.” …

The attacks on September 11, 2001 marked the beginning of the War on Terror. A conclusive body of evidence pointed directly to al-Qa’eda’s terrorist organization as the perpetrators of the arrack and to Afghanistan’s Taliban as the State-supporter of the terrorist organization. Al-Qa’eda terrorists use religion, most often radical Islamic fundamentalism, to justify the mass murder of innocent individuals–demonstrating they have no regard for human life, let alone the human rights and fundamental freedoms of others.
