Crime in California and the Nation reached an all time high in 1980 and then began a decrease that lasted through 1984. In March 1985, the Bureau of Criminal Statistics (BCS) of my office convened the CR/MECONFERENC85: to explore the issue of crime trends in depth. Preliminary mid-year 1985 California data indicate this downward trend may be over, making such examinations particularly valuable. So that the Conference might live beyond its original two days and with the intent of communicating the meeting's results to a broad audience, we are publishing these proceedings.
