The subject of this interim hearing of the Assembly Judiciary Committee is unaccredited law schools. The hearing will focus on AB 304, authored by Assemblyman Walter Ingalls.

In California there are four methods of studying law which satisfy one of the requirements for admission to practice law. AB 304 would limit the methods of preparing for admission to the practice of law to either graduation from and accredited law school or study in an unaccredited law school which has been certified by the State Bar Committee of Bar Examiners as meeting specified standards and requirements.

The subcommittee has called this hearing today for the purpose of examining the crisis of diminishing resources which currently affect programs and services in Los Angeles County and throughout the State. Local governments, in the wake of Proposition 13, have reduced expenditures for many important functions, including criminal justice functions. Probation departments in this process have been particularly vulnerable to reductions in programs and staffing and have received ·heavier cuts than other criminal justice agencies. Since the enactment of the California Coastal Act of 1976, the California Coastal Commission has been at the forefront in dealing with a multitude of energy developments proposed along the coastline. Consideration of these proposals has involved issues of national importance. During the last four years, the Coastal Commission has dealt with power plant siting, port master planning, energy planning in the preparation of local coastal programs in 68 coastal cities and counties, and offshore petroleum exploration and development.
