Recreation, Fish, Wildlife And The Public Land Law Review Commission, Ralph W. Johnson
Articles
Scanning the entire Report of the Public Land Law Review Commission (One Third of the Nation's Land: A Report to the President and to the Congress (1970) will make a back country hiker swallow twice, call his congressman to quash the Report, and head for the hinterland for one last look before the loggers, miners, golfers, farmers, and house builders arrive. Although the Report does not say so in so many words it ends up as a kind of potpourri, where everyone gets something. It attempts to say all things to all people, to suggest that everyone will be gainers-that …

Federal Organization For Control Of Weather Modification, Ralph W. Johnson
Articles
This article is designed to explore the optimal institutional structures that might be adopted by the federal government to manage weather modification. Should all federal weather modification activities be managed by a new department? Should these activities be carried out by one of the existing mission agencies, or by a new one? Should the various weather modification functions of research, operations, data collection, monitoring, coordination, comprehensive planning, project review, regulation, licensing, and indemnification all be carried by one federal agency, or should they be scattered among a variety of agencies? Should some be assigned to new entities not yet created? …

The Persistent Problem Of The Persistent Pesticides: A Lesson In Environmental Law, William H. Rodgers, Jr.
Articles
This article will present an interpretation and criticism of the Commission on Pesticides and Their Relationship to Environmental Health's conclusions, with a special emphasis on the treatment and relevance of the DDT issue. Each of the fourteen recommendations will be reviewed where relevant to the four major goals set forth above. The crucial and often decisive role of the law as a lever for reform, as a catalyst for transmitting scientific information to the political decision-maker and as a medium for planning to protect against the effects of pesticides pollution on the environment and the population will be emphasized. Obstacles …
A Model Bill On The Reporting Of Campaign Contributions And Expenditures, William H. Rodgers, Jr.
A Model Bill On The Reporting Of Campaign Contributions And Expenditures, William H. Rodgers, Jr.
Articles
Public demand for strict and effective accountability of public officials engaged in political election campaigns has increased dramatically in recent times. Development of concrete measures to implement the objective, however, has been less quick to materialize. In this article, Professor Rodgers proposes model state legislation to require reporting of campaign contributions and expenditures by most political candidates and committees. The controlling principle of the proposed legislation is total disclosure of all aspects of political campaign financing. The Model Bill contains an effective procedure for administration and enforcement of its provisions.
Scholarship On Soviet Family Law In Perspective, Whitmore Gray
Scholarship On Soviet Family Law In Perspective, Whitmore Gray
Articles
The radical changes in the norms of Soviet family law over the past fifty years have reflected the convulsions of Soviet society as well as the revisions of Marxism-Leninism-Stalinism. This paper is a commentary on the writing in this field by Americans in particular, and by other non-Soviets in general. In view of the volume of writing in this field, it has been necessary to limit discussion in the text to a few representative articles illustrating a few of the subject matters treated and various typical approaches employed. The topic is a particularly timely one, for new, comprehensive Principles of …
Jefferson B. Fordham: His Contribution To Local Government Law, Terrance Sandalow
Jefferson B. Fordham: His Contribution To Local Government Law, Terrance Sandalow
Articles
The study of local government has not, by and large, attracted and held the interest of the ablest minds in the legal profession. Much of the same has been true within economics and political science, the social sciences from which lawyers might have anticipated most assistance in designing legal institutions to cope with the problems of an urban nation. Lawyers who have come to the area during the past decade have not, in consequence, had the advantages of a strong intellectual tradition upon which to build in the effort to understand and to come to grips with current problems.

Articles
The federal gift tax was first enacted in 1924, approximately eight years after the adoption of the estate tax. As originally enacted, the tax was largely ineffective because it was computed on an annual basis without regard to gifts made in prior years.

Representing The Low Income Consumer In Repossessions, Resales And Deficiency Judgment Cases, James J. White
Representing The Low Income Consumer In Repossessions, Resales And Deficiency Judgment Cases, James J. White
Articles
The goal of this article is to lend a helping hand to the debtor's lawyer in his job of defending deficiency judgment suits brought following the repossession and resale of a debtor's encumbered personal property. Although some of the following discussion is relevant to the defense of any creditor's suit, and some applies to representation of the debtor prior to repossession or resale, the focal point of the discussion is the low-income consumer who has lost his automobile, television or some other "hard good" and has become a defendant in a suit brought by his secured creditor for a deficiency …

The Virtues Of Nonsimulation Games, Layman E. Allen, Robert W. Allen, Joan Ross

The use of games as teaching devices is receiving attention from an increasing number of educators. Data from tests conducted with one such educational game-WFF ’N PROOF strongly indicate that this and similar games are useful, not only in teaching a particular subject (in this case symbolic logic), but also in increasing the general problem-solving ability of the student. WFF ’N PROOF is actually not one game but a series of 21 games of increasing difficulty. The first games in the series are quite simple and can be enjoyed by first graders. The final games are challenging and stimulating even …
