Barriers To Use Of Cross-Laminated Timber In Maine, Shane R. O'Neill

To increase understanding of both the adoption rate and in-state manufacturing of mass timber In Maine, the 131st Legislature and Governor Mills passed LD 881, a resolve directing a study of the barriers facing cross-laminated timber In Maine and provide recommendations to promote their use in construction. This study was developed in response to the resolve. The study engaged 108 unique participants to define available training, education, and experiences across the stakeholders throughout the building lifecycle process in the state.
From this information, the following five recommendations are proposed:

Hunting remains a common practice for many people in the state of Maine. While the stories and traditions held by hunters differ from person to person and family to family. There are commonalities that aid in building the sense of community between hunters in the state of Maine. This hunting community is strengthened through the sharing of stories and the common traditions shared by many. These communities remain strong even as the Maine landscape and hunting legislation changes over time. Sexual violence is incredibly prevalent in the state of Maine. These crimes, which disproportionately affect at-risk communities – women, children, people of color, and impoverished persons – are not accurately represented in legal discourses within Maine. Changes to how victims and survivors of sexual violence are represented and discussed in law enforcement reports and other materials are necessary in order to promote social change and justice for the survivors in our communities.
Critical Discourse Analysis has been used broadly since its conception and has even previously been used in understanding political and social implications of discourse in the United States. …

Medicaid plays a critical role in protecting the health and well-being of US children, covering half of infants and toddlers as well as two-thirds of children with special health care needs and disabilities. Since its inception in 1965, Medicaid has provided health coverage for low-income children. For some time, while many children with special health care needs and disabilities were covered under the income eligibility criteria, a large share were not. A major shift occurred in 1982 during the Reagan administration with the creation of the Katie Beckett program, which allowed Medicaid eligibility for medical services in the home (rather …

Dr. Scontras was a tireless advocate for workers and for the preservation Maine’s history of working class struggle. For more than half a century Dr. Scontras addressed the history and present condition of labor in Maine. His work appeared in the op-ed pages of Maine’s newspapers, in six volumes of Maine labor history covering the period from 1636 to the present, in presentations at labor halls and in his determination to make the historical records of Maine labor unions available at the University of Maine Fogler Library Labor Archives.

Maine is no stranger to the nation’s battles involving the development of the tools of direct democracy and how to use them. Since the citizen initiative and referendum were passed in late 1908, Mainers have used “the power of the people” to vote directly on many laws, bypassing the Legislature. Now, after more than 100 years in use, the initiative process may be facing a test: Gov. Getting to coastal waters in Maine can sometimes be a challenge, for despite the state’s 5,400 miles of mainland and island shoreline, only about 12% is in public ownership. Yet the public does have longstanding, although limited, rights to support traditional coastal uses along privately owned shoreline. In addition to the rights to “fish, fowl, and navigate,” members of the public have a variety of other means to secure access to shoreline areas and ocean waters. Senator Harkin (D-IA), Senator Murphy (D-CT), Senator Baldwin (D-WI), and Senator Hirono (D-HI) introduced the Keeping All Students Safe Act (S.2036) in the Senate on Feb. 24, 2014. Rep. Miller (D-CA) introduced H.R. 1893 on May 9, 2013. The Act would produce limitations for the use of restraints in public and private schools. Currently, 19 states have no policies in place to address this issue. The law would require better training, monitoring and enforcement of these standards, as well as the collection of related data which would be available to the public. There have been 314 post-conviction DNA exonerations, and about 70% of these wrongful convictions were due to witness misidentification. Many factors affect the accuracy of a witness’s testimony, including the concept of “verbal overshadowing,” in which the verbal reporting of a visual memory interferes with the subsequent recognition of the visual stimuli. The present study seeks to replicate Jonathan Schooler’s original findings with regard to this phenomenon (Schooler & Engstler-Schooler, 1990). The first experiment is focused on verbalizing a visual memory that is particularly hard to put into words: the memory of a face. The hypothesis for both the original …

Today’s complex sociopolitical context features an increasing determent of fundamental bipartisan principles and negotiation at both the federal and state levels of government. A competitive political environment akin to post-Civil War times, amplified by growing partisan polarization and politicians’ quest for party allegiance and self-reward, pervasively discourages productive compromising efforts to work across the isle. We believe this hinders government’s sole and rather straightforward fiscal duty: to provide stable, healthy, and predictable economic conditions for its constituents.
