The aim of this consultation with experts is to ensure that the Special Rapporteur receives the necessary exposure to the different practices, international standards and jurisprudence, and expert opinions that will help him draft his forthcoming thematic report for the United Nations Human Rights Council. The report will focus on assessing the unique experiences of women, girl children and LGBTI persons from the perspective of torture and other cruel, inhuman or degrading treatment and punishment (“CIDTP”) in international law. There are over seventy active self-determination movements around the globe, and this trend seems far from dissipating. Many of these self-determination movements generate sovereignty-based conflicts characterized by extreme violence on the part of both the parent state and the sub-state entity, and by the potential for regional and international instability.

In order to successfully resolve the persistent and growing number of violent and non-violent sovereignty-based conflicts, this article calls for the international community to develop a strategic framework to guide resolution of these conflicts. The need for infrastructure finance in Africa is tremendous. A 2009 report by the World Bank suggests that the continent faces needs of US$93 billion per year. More recent studies, pointing to economic and population growth trends and using more sophisticated methods of assessing needs, indicate that infrastructure needs are actually much higher. Existing financing sources have not been able to keep pace.

In this context, the role of national development banks (NDBs) in the continent merits attention. As will be shown below, many African countries have NDBs, although the vast majority are quite small, with limited access to finance …
