This annotated bibliography is designed as a guide to a compilation of speeches, reports, statutes and other documents relating to the Rhode Island Constitution of 1843 known as "The Potter Collection." The seven volume set consists of documents collected by Elisha R. Potter from 1786 to 1861 involving the constitutional development of Rhode Island during this time period.

To affirm that the physical features of the State of Rhode Island have influenced its history is not to deny that the character of its early settlers has exerted an equal, or perhaps a greater influence. It would ill become one who has made a special study of genealogy to ignore the fact that heredity affects the history of a state. If he were inclined to doubt the fact in general, there are too many evidences of that influence in this State to be overlooked. But, at this time, that branch of history is not our topic.

Avery for the murder of Miss Cornell has created such extreme interest or produced such intense excitement in this State as the present. With all the Incidental Questions raised in the Trial carefully preserved—the Testimony of the Witnesses nearly verbatim—and the Arguments of Counsel and a Correct Plat of all the Localities described in the Testimony, prepared expressly for this Report.

At the January Session, 1873, the General Assembly passed a resolution authorizing the Secretary of State to make an Index to the Schedules from the year 1862, to the close of the January Session, 1873; the same being in continuation of the Indexes previously prepared by the Secretary. This work has been accomplished in the following pages.

Index to the Printed Acts and Resolves of, and of the petitions and reports to the General Assembly of the State of Rhode Island, from the year 1850-1862.
In January, 1853, the General Assembly passed a resolution directing the Secretary of State to make a complete Index of all the printed Schedules, or Acts and Resolves of the General Assembly which were destitute of such Index. This was, accordingly, after great labor, accomplished. Subsequently this work was completed to the end of the year 1850.
