The Global Digital Divide: Focusing On Children, Susanna Frederick Fischer

This article addresses the global aspect of the digital divide in two ways. First, I will focus primarily on the issue of school-aged children's access to information and communications technologies (ICT) globally. My focus is on children for the simple reason that children embody the future. Second, I will limit my assessment of this issue to a comparison of children's access to ICT in six countries around the world. Located on five continents, these six countries range from highly developed OECD countries to lesser developed countries. They are the United States, the United Kingdom, France, Australia, Mongolia, and Tanzania.

May The Child Online Protection Act Rely On Community Standards To Identify Material That Is Harmful To Minors?, Susanna Frederick Fischer

The Communications Decency Act, the government's previous attempt to protect minors from online pornography, was struck down in 1997 on the grounds that it required Internet content to be judged by the standards of the community most likely to be offended by it. Now the Court has agreed to review the constitutionality of the new Child Online Protection Act, which seeks to address the Court's free-speech concerns by regulating Web communications in a manner similar to existing laws restricting minors' access to print pornography.

Capitalizing On National Self-Interest: The Management Of International Telecommunication Conflict By The International Telecommunication Union, Donna Coleman Gregg

This article will examine the potential for conflict and the need for international cooperation in the contemporary telecommunication industry, with a particular focus on the role of the International Telecommunication Union (ITU) in international conflict management. After addressing particular aspects of modern telecommunication which invite international conflict, the article will present an overview of the ITU as the principal instrumentality for maintaining world order in telecommunication. The Union's importance in conflict prevention, dispute resolution, and arbitration will be analyzed in detail. Finally, this article will assess the success of the ITU in conflict management and evaluate the need for change …

Obtaining protection for business secrets in an agency proceeding is at best an imperfect art. The lack of any uniform rule and the confusion and delay which result from an ad hoc approach are highlighted by FCC v. Schreiber. The authors examine the current state of the law in light of the Schreiber decision and point up the present inequities. Their conclusion is that the situation can only be remedied by enactment of regulatory in camera procedures for all federal agencies. A model for such a regulation is appended to the article.
