Fraud disrupts any and all operations in which it plagues. The disruptions manifest financially in increased costs and waste, and also by impairing trust and honesty that should base transactions within a system. Health care fraud acts like any other fraud in these regards, but it can be resisted like any other fraud. The financial world relies on audits to ensure that corporate financial statements accurately reflect what they intend to illustrate.
