From military coups to shaky coalitions, the country’s infamous instability has long forced its citizens to find better prospects elsewhere. This thesis analyses the human rights implications of the measures taken by the Venezuelan government at the Venezuelan-Colombian border during the COVID-19 pandemic. I will argue that the goal of these measures is preventing or impeding the return of citizens through "deterrence techniques" that have been historically used by other countries. This case's importance relies on the fact that, unlike other cases, the Venezuelan government uses these "techniques" against its own nationals, rather than against unwanted immigrants. From 2017 to 2020, the Trump administration cut United States refugee admissions tenfold. These reforms come unprecedented to the 40-year-old resettlement program (USRAP). By critically reviewing literature on this topic as well as conducting eight original interviews with five national nonprofits contracted by the Department of State to do refugee resettlement casework, this study sought to identify the implications of the Trump administration’s reforms to the program. Since mid-20th century, international migration has become a widespread phenomenon in nearly all industrialized countries and a major shaping force of the international labor market. Most economic theories consider labor migration to be an investment of human capital where workers seek to maximize household income and minimize financial risks. Because exchange rate changes affect prospective income and financial risks associated with migration, studying the responsiveness of skilled migrants to exchange rate fluctuations contribute to the studies of labor economics and international economics.
