This report provides summary data on the number of fee-for-service Medi-Cal funded abortions performed during 2000, the type of facility where a procedure was performed, and Medi-Cal expenditures for these procedures. Only abortion claims received and processed for date-of-service January through December 2000 are included in this report. The term fee-for-service (FFS) used throughout this report refers to these claims. The data are presented at both county and state levels. Estimates of abortions for enrollees in Health Care Plans (HCP) are included since encounter data are not yet available. A distribution by county is provided.

Enterprise zones are California's second most important tool for attempting to resuscitate urban areas (after redevelopment). Businesses get generous tax benefits for locating and hiring in these areas. There are now 40 enterprise zones in the state, from Eureka to Calexico in North-South space, and from Central Los Angeles to Porterville, Delano, and Thermal in urban size hierarchy. The legislature regularly considers bills proposing to expand the number of zones. This experience costs the taxpayers over $70 million per year.

Privatization is a term that includes competitive contracting as well as deregulation, divestiture, franchises, grants and subsidies, leases, public/private partnerships, service shedding (where a private firm assumes the ownership, control and delivery of a service), sale of assets, and vouchers. The privatization of government services can be broken down into levels based on how much responsibility government turns over to private firms. The most common level is when government maintains overall responsibility of services but contracts out auxiliary services such as accounting, billing or data base maintenance. The North American Free Trade Agreement (NAFTA), World Trade Organization (WTO), the General Agreement on Tariffs and Trade (GATT), and the European Union have changed the global political and economic landscape in only a few short years.
