Last year the Advisory Council on Asia (ACA) was asked by Lieutenant Governor Leo McCarthy to conduct a fact-finding mission to Asia. We believed, as he did, that the pace of economic and political developments in the region was reshaping Asia so quickly and so profoundly that the attention was warranted. As members of California's Asian community and business people involved with Pacific Rim commerce, we believed we could make a major contribution in assessing these developments and their importance to California.

Families And Substance Abuse: The Case For A Comprehensive Approach, Joint Select Task Force On The Changing Family

The California Legislature established the Joint Select Task Force on the Changing Family in September, 1987. It was charged with studying the social, economic, and demographic trends affecting California's families, assessing the significance of those trends for public policy, and recommending to the Legislature and the public policies that will better meet the needs of today's families.
During its three-year tenure, the Task Force held hearings and public meetings in cities across the state, received testimony from a wide range of experts, and listened to the concerns of many kinds of families. The findings and recommendations of the Task Force …

The Judicial Council Advisory Committee on Gender Bias in the Courts was appointed by two Chief Justices and charged with the duty of examining the problem of gender bias in the California courts, gathering information, and making recommendations to the Judicial Council to correct any problems identified. The committee has found that serious problems do exist in decison making, court practices and procedures, the fair allocation of judicial resources, and in the courtroom environment. The committee proposes a series of recommendations in the areas of: Civil Litigation and Courtroom Demeanor, Family Law, Domestic Violence, Juvenile and Criminal Law, and Court …

It identifies emerging trends in energy supply and demand, and once approved by the Governor, becomes the state's official energy policy. The Agenda thus forms the basis for action by the Legislature, other government agencies, utilities, and the private sector to meet California's future energy needs.

This publication consists of two papers: the first "Gang Organization and Migration" is a descriptive work based on interviews with California inmates during the Spring and Summer of 1988 and 1989. The second, "Drugs, Gangs, and Law Enforcement" is more reflective in tone and describes interviews with and observations of law enforcement responses to gang migration.
