In an era of shifting global geopolitical, geostrategic and geo-economic power, ASEAN’s resilience as a regional grouping and its relative success in keeping internal conflicts at bay through various forms of quiet diplomacy and adherence to certain norms and binding principles mean that it may become a force helping to foster peaceful and stronger regional linkages within the eastern frontiers of the Indian Ocean Region (IOR). Regional maritime security: The maritime security of Southeast Asia reflects a range of enduring and dynamic factors. Enduring factors are mainly the geography of the region with its complex pattern of archipelagos, islands, bays and gulfs and narrow shipping channels; its heavy dependence on shipping for both domestic and intra-regional trade; and the importance of regional seas and their resources to the well-being of regional peoples. The dynamic factors include sovereignty disputes, the increasing levels and density of shipping traffic in the region, increased exploitation of marine resources, deteriorating fish stocks and marine habitats, growing naval budgets and higher levels …

The achievement of FFA members’ regional goals for their tuna fisheries depends heavily upon the effective implementation by national governments of a comprehensive range of MCS measures. In support of this, FFA members have established various regional MCS measures that provide a framework to enable effective management and control of the region’s tuna fisheries. However, problematic implementation at the national level continues to undermine the ability of FFA members and the secretariat to fully implement these initiatives and effectively monitor and control the region’s tuna fisheries, thereby threatening their returns. This report sets out the results of five analytical projects undertaken to support the development of a Regional MCS Strategy for Pacific oceanic fish stocks. The overarching purpose of the Strategy is to support a management regime and associated measures that will ensure the long term sustainability of oceanic fish stocks and associated economic benefits flowing from them to Pacific Island Countries. The concept of ecologically sustainable development has been incorporated into a number of pieces of legislation (Stein, 2000) and environmental planning instruments in New South Wales. There is a significant question, however, as to whether its incorporation is anything more than pure symbolism. This paper begins by exploring the limited role played by ESD principles in decision-making processes under existing legislation, as a prelude to a more detailed analysis of what commitment to ESD principles should mean for such processes.
