The Federalist Society was organized in 1982 by conservative law students to counteract what they perceived to be a liberal bias in law schools, the courts, and government administration. Forty years later there is an acknowledgement of a rightward turn in the Supreme Court which scholars have attributed in part to the efforts of the Federalist Society. However, there is still little understanding of just how that change came about. This dissertation takes a step toward understanding that question. Federal Bureau of Investigation (FBI) statistics from 2013 revealed that of about 477,000 sworn law enforcement officers at the local level in the United States, only 12% are women; and only 6.2% of those who hold intermediate-level rank are women (U.S. Department of Justice, Bureau of Justice Statistics, Local Police Department, 2013: Personnel, Policies, and Practices, 2015). Although legal mandates have afforded women career opportunities in law enforcement, those mandates have not provided protection within the structures of law enforcement agencies regarding achieving high ranking positions. The bayou communities situated at the southern ends of Terrebonne Parish, Louisiana possess a rich and uniquely diverse cultural heritage. However, economic factors, combined with environmental issues such as land loss from oil and gas dredging, subsidence, and rising seas, have spurred significant migration “up the bayou” in recent decades, threatening the loss of these cultures and leaving behind a population that is growing increasingly more vulnerable. Laws and institutions in the United States have consistently marginalized people of color throughout the country's history. This research examines the United States' criminal justice system while considering how the country’s past of oppression has resulted in a racially biased system. Through analysis of policies, literature, and quantitative data, the primary goal of this research is not only to exhibit that racial discrepancies exist within the criminal justice system, but also to question how they persist in order to determine a solution. Relatively low rates of homicide solvability results in law-abiding citizens being forced to co-exist with known murderers, which is detrimental to a community’s psyche. This condition happens disproportionately in neighborhoods where crime is high, cohesiveness among its members is weak, and the citizen/police relationship is little or non-existent. Louisiana developed an extensive system of levees throughout the Atchafalaya Basin and along its territorial Mississippi River. This system reached its zenith on the eve of the American Civil War. It went into dramatic decline following the conflict due to the confluence of military activity, protracted irregular warfare, and neglect stemming from labor and capital revolution. These shifts intensified with the 1863 Emancipation Proclamation and finally consolidated after the ratification of Louisiana’s Constitution of 1879. Gun violence in New Orleans has grown exponentially over the years. As a society we often forget to reflect on how gun violence effects the youth in our communities. Local members of the community in New Orleans have decided to come together to form organizations that can produce better outcomes for the youth in the New Orleans area, two of those organizations being Son of A Saint and the Youth Empowerment Project. Both of these organizations have started the journey to decreasing the amount of gun violence in the city.

Jill Jackson was one of the first female sports journalists and a pioneer voice for women in athletics. Although heretofore overlooked in the history of American sports journalism, the story of her career is an addition not only to the historiography of female sports journalists but also to the broader study of women in the mid-twentieth century. Jackson was admired, a hard worker, from a prominent New Orleans family, and well educated, yet she still was treated unequally in her primary workspace—the press box. Nonviolent protests and over aggressive police departments became the norm within the African-American community. Understated in the history of the Civil Rights Era is the role of armed resistance and Black Nationalism. Marcus Garvey, Stokely Carmichael, Huey P. Newton, and Malcolm X were Black Nationalists that led the charge of Black Nationalism worldwide. Following changes to the Federal Rules of Civil Procedure in 2006 dealing with the role of Electronically Stored Information, digital forensics is becoming necessary to the discovery process in civil litigation. The Relationship Between Legal And Extra-Legal Factors: How Judges Come To Make Their Decisions In Domestic Violence Cases, Ioulia Koublitskaia

The purpose of this research is to understand how Trial Court Judges in state and city courts make decisions in domestic violence cases. The researcher examined the relationship between legal (e.g., evidence) and extra-legal factors (e.g., preconceived biases and behaviors related to judicial decision-making) using a qualitative research design. A case study of multiple locations in Orleans and Jefferson Parishes was used whereby a purposive sample of 17 current civil, municipal, and criminal court judges were interviewed. Judicial decision-making strategies were studied via face-to-face interviews, courtroom observations, and content analysis of courtroom communications (e.g., speech, written text, interviews, images, etc.). …

The Supreme Court of the State of Louisiana, established by the first state constitution (1812) as the only appellate court in the judicial system, commenced its work on March 1, 1813. The Court's jurisdiction was limited to civil cases. It also had control over admissions to the bar and the rules for the administration of its own business. Created in the wake of the conflict between proponents of Louisiana's traditional civil law system and the promulgators of the federal government's territorial policy of common law imposition, the Supreme Court reinforced the ultimately accepted continuance of civil law within the limitations …
