In the Annual Report for last year, I indicated that I planned to devote the 1986-87 report to a review of the preceding decade and attempt to provide an historical perspective to this period. It is an appropriate time to undertake this review, for on October 14, 1986 I marked my tenth anniversary as Dean of the School of Law. Counting my service as Acting Dean in 1972 through 1974, I have served this Law School as administrative head for thirteen years, a span of time characterized by much change and development in American legal education.

The highlight of the 1980-81 academic year at the University of Georgia School of Law was the opening of the new Law Library Annex. The building was dedicated May 2, 1981 in ceremonies marking the Law Day observance. U.S. Supreme Court Justice Harry Blackmun was the dedication speaker.

The new annex contains 25,000 square feet divided among three floors of library, office and instructional space. With this new addition the law school physical plan now totals 138,000 square feet. An adequate library is absolutely essential for the operation of a modern law school. Fortunately the law building is satisfactory in most respects due to the generosity of the alumni and friends of the Law School. We have now reached the point, however, where additional stacks are necessary. The present stacks are arranged so that a glass floor can be laid on them and thereby provide two floors in the stackroom. Arant, Dean of the College of Law of Ohio State University and Secretary of the Association of American Law Schools following his inspection of the Law School last September. Since the last regular report of the dean was submitted on May 20th 1932, many changes have taken place which affect the Law School. At that time the school was housed in an old brick building at the northeast corner of Broad and Lumpkin Streets. There was then under construction, however, a new building on the campus of the University. This building was completed in October 1932 and the Law School took possession of it in that month.
