The present article is an elaboration of the text prepared for a lecture, delivered in London, England, on Tuesday, October 19, 2010, as part of the Centre for Transnational Legal Studies’ annual Transnational Justice Lecture series. The paper begins, in Section II, with general comments on a notion of “interactive diversity of knowledge” and how that connects up to a view about the nature of truth. Acting Director of the Nathanson Centre, Professor Craig Scott, has submitted a brief to Prosecutor Fatou Bensouda of the International Criminal Court providing evidentiary reasons why Canadians in the military and civilian chain of command during Canada ‘s presence in the war in Afghanistan should fall within the scope of the Prosecutor’s efforts to investigate the “situation in Afghanistan” with respect to war crimes committed by the Taliban, the CIA and Afghan National Security Forces. Le 22 octobre 2013, l'opposition officielle du NPD a proposé, dans une motion du jour de l’opposition, entamer un processus d'élimination de la partisannerie au Sénat qui commencerait par l'expulsion des sénateurs des caucus des partis. Les députés libéraux et conservateurs ont voté à l'unanimité contre la motion. Pendant le débat, le député Stéphane Dion (porte-parole du parti Libéral en matière de réforme démocratique) a soutenu avec brio que l'appartenance à un caucus de parti était aussi essentielle pour les sénateurs que pour les députés. This Memorial seeks to present a framework of legal arguments with respect to the validity and legal effects of an arms embargo imposed by United Nations Security Council Resolution 713 in September 1991 on the Socialist Federal Republic of Yugoslavia (Yugoslavia), before its dissolution, and since treated as being in force with respect to the new states that have succeeded Yugoslavia. The present article, written in May 2001, discusses the significance for the doctrine of humanitarian intervention of the normative signaling practices that transpired throughout the 1990s with respect to the use of military force outside of explicit authorization by UN Security Council resolutions. The first part of the article analyses the sociological and legal-theoretical dimensions of the relationship between interpretation of Security Council resolutions and the interpretive evolution of the UN Charter. My task is simple enough: to approach the question whether there is a core JD or LLB curriculum for transnational lawyers by briefly narrating Osgoode Hall Law School's experiment with the International Comparative and Transnational (ICT) Law Program that began four years ago.'
