The purpose of this qualitative pilot study was to investigate the perceptions of selected law enforcement leaders regarding the impending transition in law enforcement agencies in a post-2020 society. Specific elements of this transition investigated included recruitment, training, socialization, leadership roles/qualifications, change strategies/process, stakeholder involvement, and measures of success. Purposeful, convenience, and snowball sampling were used to select study participants. Study participants (N=21) were active sworn law enforcement leaders in a law enforcement agency in North Carolina. Participants possessed a broad range of law enforcement years of experience and/or leadership/supervisory experience at a minimum rank of lieutenant. Semi-structured interviews were …

Despite persistent and documented issues regarding hazing, scholarly attention remains limited. A review of the literature revealed the majority of studies focused on student perceptions and behavior. Faculty and staff, specifically student club and organization advisors, should be involved with the prevention of hazing, too, but first there must be an understanding of the perceptions and issues that challenge them. More than 25 years after its enactment, colleges are still finding themselves failing to comply with Clery Act reporting mandates. With each amendment to the Clery Act and its associated policies, the trend has been to add to the list of reportable items, which only increases the difficulty of institutional compliance. The purpose of this non-experimental, descriptive study was to evaluate employee awareness of the Clery Act and its current Clery Act reporting requirements at varying employment strata within West Virginia’s nine community and technical colleges. The purpose of this national study was to investigate the perceptions of public high school principals regarding the effectiveness of the Junior Reserve Officer Training Corps (JROTC) program. The study examined the perceived influence of the program regarding the social development of the cadet, the behavior of the cadet, and the overall school environment. Data for this study was collected through an anonymous online survey emailed to current principals in public high schools across the United States where JROTC is offered as a course selection. Examining the Grágás and sagas of Medieval Iceland demonstrates that the laws which governed Medieval Iceland were both strict and lawbreakers were punished ruthlessly when those laws were broken. Despite this, the laws protected the injured party and the families, dependents, and mortgagees of outlaws. Outlawry crimes were broken into main categories: honor crimes, violent crimes, and crimes of wealth. By examining the Grágás and sagas one can see how the laws manifested themselves in Icelandic society.

Police officers respond to many calls involving people suffering from a mental illness; yet many law enforcement training programs and workshops do not include mental health training. A literature review was conducted to explore the problems resulting from the lack of mental health training available for law enforcement officers and identify specialized training programs currently being implemented to address those problems. The review identified several program models being implemented throughout the United States including: Joint Police/Mental Health Team Model, Mobile Crisis Unit Model, Crisis Intervention Team Model, and the Broad-Based Training Model. This paper provides an empirical examination of how the Likely to Become a Public Charge Clause (LPCC) is used in the American visa issuance process. This work covers literature on the logic and usage of the LPCC since the late 1800’s to present, suggesting administrative use of the LPCC expands according to different circumstances beyond its intended purposes. The quantitative portion of this work evaluates the use of the LPCC (for both immigrant applicant and nonimmigrant applicant populations) from 1966 to 2002 to ascertain the effect of economic and security conditions on the use of the LPCC. The purpose of this study was to investigate the relationship between parental absence and juvenile delinquency and to determine if a link exists between the two variables. Data was collected from male juveniles who were alleged to have committed status or delinquent offenses between 1996 and 2004. In 1960, John F. Kennedy, a wealthy New England Catholic, traveled to a rural, Protestant state to contend in an election that few thought he could win. While many scholars have examined the impact of Kennedy’s victory in the West Virginia primary, few have analyzed the importance that his visit to the state in 1960 and his ensuing administration had on West Virginia. Kennedy enacted a number of policies directed specifically toward relieving the poverty that had plagued West Virginia since statehood. Sixty law enforcement officers from the largest municipality in the state of West Virginia were evaluated concerning levels of stress or anxiety experienced from organizational issues and interdepartmental rules and regulations. These findings were subsequently compared with the officers level of educational attainment, specifically Bachelor’s degree versus high school education. Specifically, comparisons were made regarding officers with a Bachelor’s degree and those with high school education and scores from the Fear of Negative Evaluation Scale, the Job Satisfaction Index, and the Stress Quiz. In the Fall of 1892, Timothy and Sarah Blizzard gave birth to a son. Timothy and Sarah began their family during a transitional period in West Virginia’s history. The couple started their lives as farmers. However, the potential income from West Virginia’s coal industry encouraged them to abandon this lifestyle and to plunge into the new industrial economy. Timothy became a miner, while Sarah took on the role of a mother living in a company town. This study examined the relationship between grievant variables (case description, case issue, gender, seriousness of the case) and case determination (denied/granted). A disk copy of QA4 database years 1985 to 1995 was provided by the West Virginia Education and State Employees Grievance Board. The approximate 222 higher education synopses reports were read to locate the population. Fifty five higher education discipline and discharge synopsis reports were isolated. Key words used by the Board assisted in isolating the population. This is a study of the current legal theories, elements, and courts’ stances affecting educational malpractice litigation. General and legal issues were researched as a basis to identify court attitudes and general public pressures. The study also took a look at the question of possible avenues for dealing with problems of educational malpractice. Should the courts decide why Johnny can’t read and award monetary damages? Should the legislature deal with the problem of faulty education, or should a totally different agency become involved in such an undertaking?

The purpose of this investigation was to identify and analyze trends in Title IX’s impact and sex rations of athletic coaches and administrators in AIAW Division I intercollegiate athletic programs. Institutions offering at least one Division I intercollegiate athletic program, as defined by the Association for Intercollegiate Athletics for Women (AIAW), were chosen as a population. The following problems were investigated for the institutions chosen.

The forgoing chapters provide an overview of the laws that exist for the writer in seven areas: Copyright, Fair Trial and Free Press, Shield Law, Libel, The Right of Privacy, Freedom of Information, and Open Meetings.
Only three of the above areas are regulated by West Virginia constitutional or stationary law: libel, access to government records, and access to government meetings.

Civil Rights was one of the most explosive political issues of the 1960’s. Race relations was a concern to everyone, and a special concern to government at all levels and in all parts of the United States. This paper will show how Huntington, West Virginia, a medium-sized border city with a small minority population, faced the problem.
