This report summarizes the results of the Department of Toxic Substances Control's (DTSC) assessment of the polymers and resin industry's source reduction planning efforts, as mandated by the Hazardous Waste Source Reduction and Management Review Act of 1989 (Act). The assessment of the polymers and resin industry in California is based upon a review of documents produced by a sample of facilities in the state. It includes infonnation on the sources and types of hazardous waste generated by this industry and describes some of the steps taken to reduce the quantities or hazardous characteristics of waste generated in their operations. …

Three years ago, the legislature and the governor agreed that a fundamental review of California government was imperative. The result was the creation of the 23-member California Constitution Revision Commission.

The Commission, consisting of gubernatorial and legislative appointments and selected state officers, met for the first time in May 1994. The governor and legislative leaders addressed the Commission and urged it to be bold and creative and to consider all relevant issues-however controversial. The Commission's recommendations reflect those admonitions. Thirty public meetings were held including four formal public hearings, plus five workshops and, along with the League of Women Voters, …

The Impact Of The Three Strikes Law On Superior And Municipal Courts, Judicial Council Of California

In March 1996, all superior and municipal courts received a follow-up survey to obtain information on the impact of the "three strikes" law on the courts. The results of this second survey, covering July through December 1995, are largely consistent with the results from the first survey. covering January through June 1995. The second survey, though, paints a more complete picture due to the excellent response rate (e.g., 100 percent of the superior courts responded), an additional six months of experience with the "three strikes" law, and supplemental information provided by some responding courts
