My research project consisted of examining 200 bills sponsored by six African American members of Congress during the Ninety-third Congress (1973-1975). These six members of Congress represented Chicago, Illinois; Detroit, Michigan; or New York, New York- three metropolitan cities with significant African American populations. This research emphasizes the importance of Black members of Congress to African Americans nationwide by highlighting the Congressional Black Caucus' formation and mission, examining the bills' key terms and public policy issues for racial implications, and consulting a variety of secondary source material that underscores the need for descriptive representation in the Black community. Problem. Sustaining healthy democracies requires citizens to successfully transition from civilian life into political leadership positions. Despite the need for this transition to take place, little is known about the transition. Globally, lawyers are the most represented professional group inpolitics, therefore, a study of their transition acts as a good starting point in understanding the process. This study used the Nicholson Transition Cycle (NTC) to explore the transition of 65 lawyers into Canadian politics.

I will begin my work with a description of the legal negotiation process in tort law. Next, I will explain the key facets and usefulness of game theory. Third, I will suggest how game theory might be applied to the legal negotiation of torts and solved in any particular tort case. Finally I will confirm that the elements of my model are, first, the definitive parts in the legal negotiation process, and second, part of a cohesive and complete game.

I focus on five basic questions that guide the study: (1) What were the statutes that created the Job Corps? (2) What was the mission of the Job Corps? (3) How did the Job Corps change over time? Problem. Statement Local government officials are faced with ever-increasing citizens' demands and unfunded Federal and State mandates while competing with neighboring governments for dwindling federal and state monies. Both of these tend to fuel intergovernmental conflicts. Research is necessary, therefore, to determine the most effective ways of addressing the alarming rate at which intergovernmental conflict is occurring in order to meet the needs of local government officials.

Problem. The purpose of this study was to determine the effects selected tax reform and school finance proposals would have on the equalizing tendencies of state aid to Michigan school districts.
