New Mexico (NM) passed a Greenbelt law (NM Stat § 7-36-20) in 1967 offering tax subsidies to agricultural landowners. The law represents a serious disconnect between land and water policy in that it has serious water policy implications but has never been discussed accordingly. We estimate that in 2020, Rio Grande surface flows were used to irrigate 4,388 acres of land in Bernalillo County, the state’s largest urban area, that received the agricultural valuation. This represents an estimated water use of nearly 11,000 acre-feet, on many properties not utilizing the program as originally intended, in a region where agriculture is …

This undated summary released by the Bureau of Reclamation offers a concise overview of the Pick-Sloan Missouri Basin flood control plan which was enacted when Congressed passed the Flood Control Act of 1944. This plan led to the construction of several dams in the Missouri River basin, including the Garrison Dam. The completion of the Garrison Dam displaced the majority of the Mandan, Hidatsa, and Arikara people living on the Fort Berthold Reservation. This document contains tables, graphs, maps, and a photograph.

Over the past several decades, groundwater has become a primary source of water used for agriculture in California. Surface water available for agricultural use has depleted due to declining rain totals and reallocation to environmental purposes. As a result, groundwater overdraft has become a severe challenge, especially in the San Joaquin Valley of California. This excessive overdraft causes a plethora of issues, one of the most serious being land subsidence (Faunt, Sneed, Traum, & Brandt, 2016). Eighty-three years after the Dust Bowl, residents of America’s High Plains face a dire threat: their primary aquifer faces depletion, and entire sections of the country are set to run out of groundwater by the end of the century or sooner. The Ogallala Aquifer provides a significant amount of America’s agricultural irrigation water and is a primary source of drinking water for Colorado, Kansas, Nebraska, New Mexico, Oklahoma, South Dakota, Texas, and Wyoming. This Article argues that policymakers should slow the Aquifer’s depletion rate by implementing changes to irrigation technology, crop choice, consumer behavior, legal doctrine, and legislation. The investigation is an enlargement of a study outlined February, 1926, by the late state engineer, Wilbur F. McClure, and cooperating agencies. Work on the project was suspended in 1927 but was resumed early in 1928 at the request of the California Economic Research Council, whose committee on irrigation economics prepared the schedule used in the field investigation.
