The problem

The purposes of this study were (1) to review the history of school-district recall laws in California, (2) to enumerate the legal steps in the recall process, (3) to survey a school district where recall election had taken place, and (4) to present community feelings and effects.

Procedure

A search was made of all laws and official records pertaining to school trustees' recall elections in California. A questionnaire designed to elicit respondent attitudes and feelings was mailed to all who voted in the school district recall election of December 3rd, 1970. In June 1971, the Delaware Legislature passed the Delaware Coastal Zone Act that barred heavy manufacturing industry from locating in an area one to six miles deep along the state's 115 mile coastline. The act created a State Coastal Zone Industrial Control Board to hear appeals from decisions of the State Planner. In addition, the act prohibited the construction in the bay of marine terminals for the transshipment of liquid and solid bulk materials of any substance, (specifically aimed at offshore oil and coal transfer) from vessels to onshore facilities. When there is a breakdown in this unit, specifically in the marital relationship, the effect upon the husband, wife, and children can be devastating in terms of poverty, abuse, and cost to society. The frequent inability of the poor to obtain counseling and legal assistance in resolving family relationships perpetuates the social and psychological results of a poor marriage. A system of underwater search and rescue for non-military submersibles utilizing a helicopter delivered rescue submersible is proposed. In the last 10 years there has been a substantial increase in manned underwater endeavors. This expansion is expected to continue with increasingly greater emphasis in the recreational field. The necessity to overcome the relatively short iife support of the small recreation submersible dictates a rapid response. This system should be capable of providing the lift necessary to rescue the entrapped personnel by bringing the submersible to the surface. An analysis of recent U.S. maritime legislation in order to predict the possible effect it may have on our merchant fleet growth patterns for the seventies. Major attention is devoted to the Merchant Marine Act of 1970 which the Administration and Congress hopes will halt the continuing decline of the U.S. merchant fleet. The investigation is limited to the shipbuilding industry and is concerned primarily with government incentives, provided to both shipbuilders and shipowners, designed to stimulate new building programs. On January 20, 1970, Judge Manuel L. Real directed the officials of the Pasadena Unified School District to prepare and implement a school desegregation plan to take effect at all levels within the district by the opening of school in September of 1970. This study dealt with the efforts of the Pasadena Unified School District to meet the provisions of this court order. Such examination involved an extensive perusal and analysis of the desegregation plan developed in response to this order. That response is known as the Pasadena Plan.

When a family starts to dissolve it frequently comes to the attention of the court or the welfare department and what happens once its members enter the system can be of critical importance. While the number of adults incarcerated is expected to increase slightly, the alarming fact is that if we continue to confine juveniles at the same rate an increase of 70% between 1965 and 1975 can be expected. These data suggest that we should investigate alternatives to detention, not only because of the increasing pressures of space available but, more importantly, because juvenile detention has shown itself to …
