Utilities like electricity, water, gas, sewerage, communications and others are essential in any community. Camden has acquired the utilities as time has progressed over the past 150 years to the present. Argyle Street has a number of utilities buried beneath the street and footpaths. Their histories provide a valuable insight into the town's development and progress, particularly in the 20th century. The arrival of electricity, gas and water were part of Camden modernism and its influence on the town. Each of these utilities has transnational origins well beyond the township and illustrate the linkages between the town and wider world. …

To address greenhouse gas emissions from international shipping, the International Maritime Organization has adopted technical and operational measures, and discussed the possibilihj of adopting market-based measures. China, Japan and South Korea are major shipbuilding nations in the world, and have differing responses towards the IMO's regulatory initiatives. This paper conducts a comparative assessment of these three countries' positions on regulatory principles of the greenhouse gas issue, and concludes that their differentiated perspectives on this matter reflect their different regulatory interests. This article situates child protection by Vietnam’s judicial bodies in relation to the requirements of the Convention on the Rights of the Child and other international instruments in juvenile justice. It demonstrates that Vietnam’s legislation and practices do not fully comply with international standards and that there remains a significant gap between the letter of the law and its implementation. Party-government policy on judicial reform, however, creates the potential for establishing juvenile courts in Vietnam. The feasibility of such juvenile courts, and the implications for Vietnam meeting its obligations under the Convention, are also surveyed.

A brief discussion of the MHDCD Project is appropriate in order to contextualise the Section 32 MHDCD Project. The MHDCD Project concerns a cohort of 2,731 men and women, both Indigenous and non-Indigenous, who have been in prison in New South Wales and whose mental health disorder and cognitive disability diagnoses are known (the 'MHDCD cohort'). The cohort was drawn from the 2001 NSW Inmate Health Survey (IHS) and from the NSW Department of Corrective Services State-wide Disability Service Database (SDD). This article addresses a contradiction that has long been at the heart of the criminal law concerned with ‘public order’. Although crimes such as offensive conduct and offensive language are amongst the most frequently prosecuted offences in Australia, their legal nature is poorly understood and rarely the subject of judicial scrutiny or academic explanation. In the context of ongoing controversy over whether such offences have a legitimate place on the statute books, we confront this oversight. Since independence in 1975 Papua New Guinea (PNG) has adopted as its fundamental foreign policy position the principle that the country is 'friends to all and enemies to none.' When PNG foreign policy shifts from this principle the realist foundations of the Country's international relationships are challenged. Under the administration of Bill Skate from 1997-1999 such a shift came close to being realized as Papua New Guinean political players used foreign policy and diplomatic interests to justify or extend their domestic political and electoral interests.

Journeys are a recurrent feature of My Father's Moon (1989), Cabin Fever (1990) and The Georges' Wife (1993). Protagonist Vera Wright travels continually by train, bus and bicycle. She voyages half across the world from Britain to Australia and flies from Australia to New York. On foot, she treads a maze of suburban streets, wheeling young children in England and pushing her husband's wheelchair in Australia. Such journeying corresponds both to Vera's progress through life as a social being and her inward development.
