Closing The Gaps: Building Capacity In Pacific Fisheries Governance And Institutions, Quentin Hanich, Feleti Teo, Ben Tsamenyi

Professor Ben M Tsamenyi

Governance and institutions must function effectively if sustainable development and growth are to occur within the Pacific Islands region. In 2007, the FFA and the Australian Department of Agriculture, Fisheries and Forestry (DAFF), supported by funding from AusAID, contracted Quentin Hanich, Feleti Teo and Professor Martin Tsamenyi to research governance and institutional gaps within the region that undermine the effective management and development of the region's fish stocks. Following an intensive round of interviews throughout the Pacific islands region by all three consultants, Mr Hanich authored a comprehensive report that discussed relevant governance and institutional gaps and recommended a number …

Managing Fisheries And Corruption In The Pacific Islands Region, Ben Tsamenyi, Quentin Hanich

Professor Ben M Tsamenyi

The Pacific Islands region includes some of the smallest countries in the world, some of which are in a precarious economic condition and heavily reliant on the region's tuna fisheries for revenue and food security. The ability of some of these countries to profit from their fisheries resources, and effectively conserve these resources for future generations, is undermined by a combination of economic, governance and institutional weaknesses that make these countries vulnerable to corruption in the fisheries sector.

Regional Cooperation: A Case Study Of The Western Indian Ocean Tuna Fisheries, Jane Mbendo, Martin Tsamenyi Mar 2013

Regional Cooperation: A Case Study Of The Western Indian Ocean Tuna Fisheries, Jane Mbendo, Martin Tsamenyi

Professor Ben M Tsamenyi

The Western Indian Ocean (WIO) is one of the largest fishing areas among those classified as such by The Food and Agricultural Organization of the United Nations (FAO). The region has maintained a steady rate of increase in fish landings mainly as a result of increased harvests of tuna species by distant-water fishing states since the 1990s. The highly migratory nature of the tuna stocks calls for management cooperation among coastal states in the WIO, taking into account principles and provisions in recent international instruments. This chapter reviews the broad organizational framework in the WIO with regard to tuna fisheries …

The Exercise Of Coastal State Jurisdiction Over Eez Fisheries Resources: The South Pacific Practice, Ben Tsamenyi Mar 2013

The Exercise Of Coastal State Jurisdiction Over Eez Fisheries Resources: The South Pacific Practice, Ben Tsamenyi

Professor Ben M Tsamenyi

One of the new concepts that emerged from the Third Law of the Sea Conference is that of the exclusive economic zone. Coastal states, particularly developing countries, have, by extending their fisheries jurisdiction to 200 nautical miles, acquired considerable problems of enforcement because of physical and economic costs involved. To minimize these, developing countries in the South Pacific are cooperating through the South Pacific Forum Fisheries Agency Convention, inter alia, to devise new strategies of enforcement. A most useful device adopted has been compilation of a Regional Register of Fishing Vessels in "good standing'. -Author

A Collective Approach To Pacific Islands Fisheries Management: Moving Beyond Regional Agreements, Ben Tsamenyi, Quentin Hanich, Feleti Teo Mar 2013

A Collective Approach To Pacific Islands Fisheries Management: Moving Beyond Regional Agreements, Ben Tsamenyi, Quentin Hanich, Feleti Teo

Professor Ben M Tsamenyi

The sustainable management and profitable development of the Pacific island tuna fisheries is the key ocean governance challenge for the Pacific islands region in the short and medium term. Resolving these challenges is fundamental to the long term future of the region and its ability to implement oceans governance across all resource and conservation concerns. This paper identifies some key implementation challenges facing Pacific island States at the domestic level and discusses further developments in sub-regional approaches to collective management that could significantly boost the national capacity of Pacific islands States to effectively implement their coastal State obligations and sustainably …

Legal Aspects Of Fisheries: The Need For Legal Training Facilities In The South Pacific., Ben Tsamenyi Mar 2013

Legal Aspects Of Fisheries: The Need For Legal Training Facilities In The South Pacific., Ben Tsamenyi

Professor Ben M Tsamenyi

Many of the small developing island states in the South Pacific have claimed exclusive economic zones (EEZs). Those who have not yet done so are in the process of making their claims as part of their Law of the Sea Convention implementation programs. One of the problems being faced by by the South Pacific states with regard to their EEZ claims is the shortage of trained personnel, particularly in the legal field, to manage their fisheries resources. A regional strategy for training in the legal aspects of fisheries is necessary.-Author
