This bulletin reports on a study of the best and most cost effective ways to introduce such devices into homes. It is based on pilot projects conducted during the summer and fall of 1977 in six California communities of diverse characters and settings.

The lessons learned in the studies described in this report will be of value to water suppliers and citizen groups interested in water conservation. I urge all California water suppliers who have not already done so to adopt aggressive water conservation programs. and commend this report to them as a valuable source of information.

A Proposed Revision Of Kentucky's Water Rights Legislation, Richard Ausness

Kentucky's present system of water law consists of a statutory water withdrawal permit system superimposed upon a body of common-law water rights doctrine. The rights of water users are often uncertain under this system, particularly in periods of water shortage. The proposed revision of Kentucky's existing water rights legislation, would greatly reduce the significance of common-law water rights and would remedy some of the weaknesses in the present statute.

Our Salty Rivers: Legal And Institutional Approaches To Salinity Management, Ralph W. Johnson

The salinity problem in United States rivers becomes worse each year, and no water law system to date has been developed that adequately addresses salinity management. Professor Johnson discusses the salinity problem and its scope as well as remedial and preventative measures that have been taken in the past. He suggests combating the salinity problem by use of systems analysis, i.e., a comprehensive basinwide or regional management plan that analyzes the entire hydrological, economic, political, and agricultural system.

In 1976, the United States Supreme Court decided Colorado River Water Conservation District v. United States, holding that principles of judicial administration relating to "contemporaneous exercise of concurrent jurisdictions'" command that the federal courts abjure congressionally granted, previously attached jurisdiction of federal claims to reserved water rights.

This Article explores the impact of Colorado River and examines critically the Court's choice to remit to state courts claims involving federally created Indian water rights. This article will summarize the basic structure of bed title law and will examine its current status under the recent Supreme Court decisions. It will then analyze the cases to determine the location of title of beds of federally nonnavigable inland waters when a state created from a federal territory asserts such title.

Although adequate supplies of water are generally available in Kentucky, the law governing its use and allocation is much less satisfactory. At present, Kentucky water law is a complex mixture of common law and statutory water rights. The purpose of this article is to evaluate these water rights and suggest a number of improvements. Part I will examine the common law rules as they relate to both surface water and ground water. The increased interest in the development of geothermal resources has given rise to the need for the formulation of a legal framework in which this development can be carried out. In this article, Mr. Olpin and Professor Tarlock analyze the proper relationship between western water law and geothermal resources development. They present an argument against the blanket application of western water law and propose a means of accommodating geothermal resources development with the protection of conventional water users.
