By it's policy of granting financial assistance to the States for roadbuilding purposes - a policy first inaugurated in 1916 - the federal government has made substantial contributions to the development of highway transportation in the United States. In a period of seventeen years ending with the fiscal year 1933, Congress had appropriated and allocated to the several States $1,290,000,000.00 for the purpose of building good roads.
