This project helps policymakers target resources and implement policies to facilitate the exit of prostituted individuals from sexual exploitation, and to deter those who facilitate the sale of sex and those who buy sex (“Johns”) from engaging in this exploitive behavior. This study interviews members of the Boston Police Department, survivors of sexual exploitation, Johns, and facilitators of the sale of sex. Boston is aiming to decrease demand for prostituted individuals by 20% over the next two years, and this research is the first step in that initiative.

These three projects highlight various aspects of the Institute for Community Inclusion's efforts to increase community engagement of people with intellectual and developmental disabilities, both locally and nationally. The Transitions to Work project, for which ICI provides evaluation assistance, partners with Boston-area employers to increase engagement of adults with disabilities in the regional workforce. The Community Life Engagement initiative complements the employment focus by looking at other aspects of community life, such as volunteerism and participation in community events and resources. The CLTL program at the Juvenile probation department works with court involved youth between the ages of 12 – 19 years of age. The program is designed to explore prosocial character themes through the use of literature. The program facilitators select short stories, poems, music lyrics, and/or short films that center around themes for example, respect, love, education, violence, family, friendship, leadership, and the like. The judge, probation officer, facilitators and youth read the literature together, then discuss what the author is trying to get across. The Mirebalais Planning Initiative (MPI), a joint project of the Urban Harbors Institute, UMass Boston; Boston University; and the University of the West Indies funded by the W.K. Kellogg Foundation. The Parent Mediation Program was established in 2008 as a state-local collaboration to raise awareness of mediation as a viable option for creating workable parenting plans and to mediate parenting issues for never-married, separated, divorced or separating parents across the state. The program aims to annually provide direct educational services to around 250-300 disputing parents, about 170-220 of whom will also receive mediation services.

As part of the Community Mediation Center Grant Program, the MA Office of Public Collaboration (MOPC) in FY 2014 awarded four community project grants on youth violence/conflict prevention under a Positive Youth Development (PYD) framework, which includes peer mediation and other youth-focused conflict resolution in schools, communities, and/or families. Four community mediation centers from across Massachusetts were awarded $34,000 to carry-out these projects in partnership with a municipality/municipal entity. The CMC Grant Program was established in FY 2013 to distribute state operational funding to qualified community mediation centers serving primarily low income citizens. Mediation services are provided through trained volunteers for a wide-range of family, neighborhood and community conflicts referred through courts, public agencies, local businesses, organizations and individuals. Centers deliver training, conduct outreach and education, and actively engage community members on their boards and through local partnerships.

The Massachusetts Department of Conservation and Recreation (DCR) initiated the Forest Futures Visioning Process to develop a long-term strategy for managing the 308,000 acres of lands in the State and Urban Parks system. The Massachusetts Office of Public Collaboration at UMass Boston designed and facilitated this year-long collaborative visioning process which culminated in a set of consensus recommendations for a 100 year vision for the forests of Massachusetts.

The Massachusetts Agricultural Mediation Program is administered by the Massachusetts Office of Public Collaboration (MOPC) at UMass Boston and certified by the U.S. Department of Agriculture to provide mediation services to the farm community in Massachusetts. Through the Program, MOPC provides mediation services to farmers, their creditors, and the USDA, as well as conducts training and outreach to build the capacity of producer organizations and state and local officials to address conflicts.

This project identified the facts about Nursing Facility Reimbursement by Medicaid in the states of New York and Minnesota. The results of this project are as follows: Medicaid is the main purchaser of nursing home (NH) care in the United States; States design their methods of reimbursing NHs to achieve desired policy objectives; Few consumers or resident advocates have been involved in the development or modification of state methods for reimbursing NHs; Lack of consumer involvement has resulted in payment systems that favor industry and government interests at the expense of issues important to residents and families.

This project looks at the pay-for-performance program in five state Medicaid programs and lists the lessons that the Nursing Home Sector can learn from. They are: The federal government has traditionally sought to ensure quality outcomes through nursing home (NH) surveys conducted by state officials; Some states have begun to experiment with pay-for-performance (P4P) incentives, which provider higher Medicaid reimbursement to those facilities achieving desired outcomes; By 2007, there were 9 state P4P programs covering 20% of NHs and 16.7% of residents; Little is known about the use of P4P to promote quality and efficiency in the NH sector.

The Elder Economic Security Standard Index measures the income that Massachusetts’ seniors need to maintain independence and meet basic living expenses. The sizable gap between Social Security benefits and living expenses occurs throughout Massachusetts, but is more substantial for singles than for couples. Those who are older, single, female or a member of a racial or ethnic minority group are exposed to especially high risk of falling short of Index values.
