Police Prevention Of Domestic Homicide: Missed Opportunities And Barriers To Change, Michael D. Saxton

This integrated-article dissertation focused on the critical role of police in responding to domestic violence (DV) and recognizing the potential risk of adult and child homicides. The first study examined the police role in domestic homicide through an analysis of cases reviewed by the Domestic Violence Death Review Committee in Ontario, Canada. Homicide cases with police contact were found to have 1.6 times more risk factors compared to those without police contact. Cases also show an overall scarcity of formal risk assessments, even when there was prior police contact. The second study was a national survey on the types of …

This article is a description of the research I conducted on the sex industry in Manitoba, Canada, from 2016-2017. I interviewed 61 people, of which six were political leaders, 23 were social workers, 24 were police officers, and eight were sex industry survivors. About half of the practitioners I interviewed are also sex industry survivors. As a veteran police officer with 35 years of law enforcement experience, my research journey was unique from conducting the interviews to reporting my findings. The shootings and killings across the country of unarmed African American males by police officers, has become a topic of discussion. Previous research indicates that African American males, in comparison to other groups, are more likely to have adverse encounters with law enforcement officials. The purpose of this phenomenological study was to explore the experiences and perceptions of African American males in Prince Georges' County regarding encounters with the Prince Georges' County Police Department and how the relationship can improve. In this Foreword, I make the case for an abolition constitutionalism that attends to the theorizing of prison abolitionists. In Part I, I provide a summary of prison abolition theory and highlight its foundational tenets that engage with the institution of slavery and its eradication. I discuss how abolition theorists view the current prison industrial complex as originating in, though distinct from, racialized chattel slavery and the racial capitalist regime that relied on and sustained it, and their movement as completing the “unfinished liberation” sought by slavery abolitionists in the past. This qualitative client applied study explained and explored a two-fold approach that could be used to implement policy changes that will aid small Ohio police departments in commissioning intellectually developed and psychologically suited individuals for employment in law enforcement. Several issues needed to be addressed in order to accomplish these policy changes. Criminological theories were correlated to deviant behaviors of criminally charged Ohio police officers. Past legislated police reform acts were addressed. Past studies of police officer higher education were analyzed. Finally, the implementation factors for psychological evaluations as a police academy pre-enrollment requirement were identified. This study, based on …
