Adoption Of Cybersecurity Policies By Local Governments 2020, Donald F. Norris Phd, Laura K. Mateczun Jd

Journal of Cybersecurity Education, Research and Practice

This paper should be of interest to the readers of this journal because it addresses a subject that has received little scholarly attention; namely, local government cybersecurity. The U.S. has over 90,000 units of local government, of which almost 39,000 are “general purpose” units (i.e., municipalities, counties, towns and townships). On average, these governments do not practice cybersecurity effectively (Norris, et al., 2019 and 2020). One possible reason is that they do not adopt and/or implement highly recommended cybersecurity policies. In this paper, we examine local government adoption or lack of adoption of cybersecurity policies using data from three surveys. …

Food waste and food insecurity are strange bedfellows, but in the United States they shamelessly walk hand-in-hand. The USDA’s Supplemental Nutrition Assistance Program (“SNAP”) and the Emergency Food Assistance Program (“TEFAP”) are two federal programs that provide for large numbers of people in the United States. Local food recovery and donation programs serve their communities as the “backbone of the America hunger response" efforts. Development of a large multi-purpose reservoir within the area of their jurisdiction may affect property ta.x revenue and expenditure of county governments and school districts. Privately owned land sold to a federally sponsored reservoir is not subject to property taxes because of the doctrine of intergovernmental immunity. Local officials often assume that this loss of assessment will reduce their tax revenue and thereby their fiscal ability to provide an acceptable level of government services. They may also expect the influx of construction workers or the disruption of existing facilities to increase the cost of providing these services. The study approaches …
