Since the first white men landed in this hemisphere the problem of how to handle the Indians has been of prime importance. Consistently the laws have decreed one way of treatment, and the actual practice of treating with the Indian in the field has been different. In many instances the Spanish, Portuguese, English, French, and Americans have despoiled and murdered the Indians.
In this study the writer is interested in the laws and statutes that have been promulgated by the different countries involved as they relate to the Indians of this hemisphere historically, and reflect on the treatment of the …
