The FRMA was implemented on 1 October 1995 following widespread public consultation and support from both Houses of Parliament. The Act implemented a number of significant changes to public administration and made certain advances in many areas (e.g. a public register of authorisations). In the ten years of its operation, the FRMA has demonstrated many strengths, however, experience and changes in policy direction have highlighted certain aspects of fisheries management and law that deserve attention and possible amendment.

The Government recognises that the mackerel fishery is important to both the recreational and commercial fishing sectors. However, the purpose of these arrangements is not to allocate the mackerel resource between the sectors but within the commercial sector. This report outlines the Committee's final advice to the Minister for Fisheries on the need for a public commercial fishing licence register which has a mechanism for the recording of financial security interest in fishing licences. The Committee was greatly assisted by legislation introduced within the Victorian State Parliament during 1989, which by amendment to the Fisheries Act, provides for the registration of prescribed financial interests in fishing licences (See Appendix 1).

Western Australian farmers now have a legal responsibility to control stored grain insects on their farms.
Ten species of insects, usually referred to collectively as 'weevils', have been 'declared' under the Agriculture and Related Resources Act.
In Western Australia, grain storage insects are not found in standing cereal crops. Thus, it should be possible to set up a clean delivery "pipeline" from the paddock to the C.B.H. bin.

A l l foods for stock sold in Western Australia are required by the Feeding Stuffs Act, 1928-1955, to be registered annually with the Department of Agriculture.
