This communication, dated June 8, 1970, from the United States (US) Assistant Secretary of the Interior provides details on the proposed Garrison Diversion Unit extension in Minot, North Dakota (ND). The proposed Minot Extension would provide municipal and industrial water supply to the city of Minot, ND which, at the time of the report, did not have adequate supply to meet its long-term needs. The extension would also provide enhancement for outdoor recreational uses. Community Control, Public Policy, And The Limits Of Law, David L. Kirp

This Article deals with those two points of conflict-disputes about governance, race, and political power; and constitutional concerns, rooted in Brown v. Board of Education, about racially heterogeneous education. Both are central to understanding, and to giving content to, the disagreements about community control. The questions about power provide a context within which to understand the terms of the debate. The constitutional discussion suggests some inevitable judicial difficulties in resolving disputes that emerge from the debate. The report indicates that the tribe had still not recovered from the economic collapse that occurred after they were forced to move from their lands due to the construction of the Garrison Dam.

A Model Bill On The Reporting Of Campaign Contributions And Expenditures, William H. Rodgers, Jr.

Vanderbilt Law Review

Public demand for strict and effective accountability of public officials engaged in political election campaigns has increased dramatically in recent times. Development of concrete measures to implement the objective, however, has been less quick to materialize. In this article, Professor Rodgers proposes model state legislation to require reporting of campaign contributions and expenditures by most political candidates and committees. The controlling principle of the proposed legislation is total disclosure of all aspects of political campaign financing. The Model Bill contains an effective procedure for administration and enforcement of its pro visions.

The lawmaking process has diffused substantially in the past years, resulting in an increasing maze of departmental subordinate legislation. This phenomenon has not been accompanied by a parallel development of controls resulting in complaints about "bureaucracy", red-tape, inaccessability, and poor draftsmanship, and in demands for review and control. Professor Arthurs recognizes the practical inevitability of the system, but discusses the present situation critically, suggesting reforms which might help to make the regulatory process more compatible with "participatory democracy".
