The European Case For Kosovo, Serbia, And North Macedonia: A Western Balkan Focus, Logan Michael Kase
The European Case For Kosovo, Serbia, And North Macedonia: A Western Balkan Focus, Logan Michael Kase
Helm's School of Government Conference - American Revival: Citizenship & Virtue
European integration of Western Balkan territories currently faces high-tension ethnic and religious antagonism between Serbia, Kosovo, and North Macedonia. The Balkans have been dealing with a cauldron of simmering ethnic internal battles that have lingered for decades. Years of Serbian and Kosovo contention severely setback the accession timeline, therefore, affecting further the integration of its neighbor North Macedonia. The European Union demands all disputes and corruption measures settled, per regulation standards set by the enlargement package from the commission. Key regional players’ sphere of influence becomes an interesting variable during policy discussions leaving a path to full European integration reliant …

The Dueling First Amendment Clauses: Are They In Tension, Or Do They Work Together?, James Black
Helm's School of Government Conference - American Revival: Citizenship & Virtue
The Establishment and Free exercise clauses of the First Amendment respectively state that Congress does not have the ability to pass a law that would either establish a national religion or prohibit the free exercise of any religion. While some legal scholars have given a more secular interpretation of the Establishment Clause, suggesting that there is no place for Christianity or any other religion in the public square or to influence American government, this is in conflict with interpretation by a substantial number of legal experts and constitutional scholars living both in and before the modern era, some of whom …

Covid-19: The Federal Government, Federalism, South Dakota, And American Indians, Jordan Janson
Helm's School of Government Conference - American Revival: Citizenship & Virtue
This essay assesses the roles of the federal government and its relationship with Tribal Regions and states alike. Additionally, how COVID-19 affected states and localities and how different Presidential Administrations handled and responded to the pandemic while being compared with the state of South Dakota. Assessing whether or not the federal government overstepped reveals the preparedness of states. Certain states handled COVID-19-related issues better than others, and this essay addresses how Tribal Regions in states provided Governors with extreme complexities. Finally, this essay delves into the rights and responsibilities of the federal government and the state pertaining to American Indian …
The Duality Of Machiavellianism In Regard To Modern Political Philosophy, Rebekah Honaker
The Duality Of Machiavellianism In Regard To Modern Political Philosophy, Rebekah Honaker
Helm's School of Government Conference - American Revival: Citizenship & Virtue
The principles of human nature and a realist system of governance irrevocably clash in Niccolò Machiavelli’s most profound works despite his personal convictions remaining seemingly steadfast. Yet, the term ‘Machiavellian’ reflects a relatively one-sided delineation of ideas proposed by the early modern political philosopher. His principles on constructing and maintaining absolute power through corruption, immorality, provocation of fear, coercion, and a general natural human depravity are far more often associated with his legacy on modern politics. However, many alternative principles of republicanism, self-governance, popular sovereignty, and balance of power have a significant presence in his career. Many scholars view the …

Prostitution And Pornography: Reforming A Perspective, Mayce Combs
Helm's School of Government Conference - American Revival: Citizenship & Virtue
Happiness is a subjective emotion that can quickly be twisted by the depravity of humanity’s sinful nature. Human trafficking deprives an individual’s natural right to life, liberty, and their pursuit to happiness. Of the two divisions of human trafficking, sex trafficking, especially involving children, is the most despicable and most evolved. The United States and further the state of Virginia is a crucial player in combating human trafficking. While there are currently many successful tactics state governments and nonprofit groups are utilizing in order eliminate human trafficking there are further more intense strategies the Virginia State Government should implement. One …

Mentoring Programs: An Answer To The Cultural & Social Challenge Of Juvenile Rehabilitation, Isaiah Franqui
Mentoring Programs: An Answer To The Cultural & Social Challenge Of Juvenile Rehabilitation, Isaiah Franqui
Helm's School of Government Conference - American Revival: Citizenship & Virtue
The juvenile delinquency epidemic in the United States has been approached using many methods. This paper is an attempt to showcase one method that is often glanced over, but may provide the best solution yet. A new promising outlook for the overall well-being of juveniles within the criminal justice system is the formation of mentoring programs. These programs connect at-risk youth and/or current juvenile delinquents to a mentor who, in turn, can help shift the direction of their lives. They often take place within community centers throughout the day and can present themselves in a number of different methods. Through …
The Restorative Prison: Essays On Inmate Peer Ministry & Prosocial Corrections, Michael A. Hallett
The Restorative Prison: Essays On Inmate Peer Ministry & Prosocial Corrections, Michael A. Hallett
Showcase of Faculty Scholarly & Creative Activity
Drawing on work from inside some of America’s largest and toughest prisons, this book documents an alternative model of "restorative corrections" utilizing the lived experience of successful inmates, fast disrupting traditional models of correctional programming. While research documents a strong desire among those serving time in prison to redeem themselves, inmates often confront a profound lack of opportunity for achieving redemption. In a system that has become obsessively and dysfunctionally punitive, often fewer than 10% of prisoners receive any programming. Incarcerated citizens emerge from prisons in the United States to reoffend at profoundly high rates, with the majority of released …

A Culture Of Institutional Racism: Housing Policies During The New Deal, Breyonna J. Bowen
A Culture Of Institutional Racism: Housing Policies During The New Deal, Breyonna J. Bowen
Capstone Showcase
There currently exists a distressed relationship between African Americans and housing due to previously enacted policies. In looking at this issue, I aim to use the theory of institutional racism to explain how past housing policies that enforce and perpetuate discrimination have impacted this current relationship. Through the method of policy analysis, I attempt to pinpoint where past housing policies have failed to provide housing to many African Americans. I find that there are several policies that were enacted during 1930s and 40s, specifically the New Deal Era, that inflicted discriminatory housing policies on African Americans. The findings indicate that …
The Intersection Of Judicial Interpretive Methods And Politics In Supreme Court Justices’ Due Process Opinions, Julie Castle
The Intersection Of Judicial Interpretive Methods And Politics In Supreme Court Justices’ Due Process Opinions, Julie Castle
Capstone Showcase
The Supreme Court, a nine seat bench of unelected and lifetime tenured Justices, determines the constitutionality of dozens of cases each year. In this thesis, I research to what extent the political affiliation of the Justices affect the judicial decision making process and, ultimately, outcomes. Using pattern matching, I evaluate due process opinions from Justice Breyer, Justice O’Connor, and Justice Scalia, all of whom have established constitutional analysis methods, in order to determine if they reasonably adhere to their established method. Due to the highly political nature of due process cases, variance between the expected (adherence to the Justices’ established …
The Constitution, Covid-19, And Civil Disobedience: Federalism In Flames And The Slippery Slope To Socialism, Savannah Snyder
The Constitution, Covid-19, And Civil Disobedience: Federalism In Flames And The Slippery Slope To Socialism, Savannah Snyder
Helm's School of Government Conference - American Revival: Citizenship & Virtue
Our Constitution has been devastatingly corrupted from its original design and vision amid the COVID-19 pandemic. Governors usurped authority in the name of crisis mitigation. Our unalienable rights have been macerated and pulverized by droves of executive orders, each delivering a calamitous blow to the integrity of the American republican framework. Socialized medicine is on the horizon as our compliance is coerced. Conventional civil disobedience has been regulatorily revoked. We have succumbed to the decrees of depraved men who maintain that education, religious expression, and pursuits of happiness can be invalidated by whatever transgressions the state deems necessary. For the …
Comparative Education Understanding Why The United States Underperforms In International Test Scores: Learning From China, Japan, Canada, And The United Kingdom, Mama Aye-Addo
Symposium of Student Scholars
The United States has slow but surely fallen in their standing in global education. Education affects everything from economic standing to innovation for the future and thus the decline in educational standing presents a problem for the U.S. This research uses the Organization for Economic Co-Operation and Development’s Programme for International Student Assessment as a baseline for where countries place relative to the United States. The study then uses Canada and England to represent nations with ideologies and economies most similar to the United States as well as China and Japan to represent countries that differ. Each nation’s governmental structure, …

Diversifying Nuclear Technology: A Technical Analysis On Small Modular Reactors And Its Impact On Nuclear Energy Policy, Carolina Lugo Mejia, Marcos Lugo
Helm's School of Government Conference - American Revival: Citizenship & Virtue
The energy policy debate in the United States has revolved around the diversification of energy sources while promoting advantageous economic profits. One drive for this has been the discussion of anthropogenic, environmental endangerment concerns (Vlassopoulous 2011, 104). However, despite the environmental concerns, the U.S. has for some time only relied on one type of energy source—fossil fuels. Fossil fuels are categorized as natural gas, coal, petroleum, and other gases responsible (U.S. Energy Administration 2019). Natural gas is responsible for 38.4%, coal for 23.4%, petroleum for 0.4%, and other gases for 0.3% of the U.S.’s electrical generation (U.S. Energy Administration 2019). …

The “Age Of Rock” Versus The “Rock Of Ages”: Naturalism, Social Darwinism, And Fundamentalism In The Scopes Monkey Trial, Bessie Blackburn
Helm's School of Government Conference - American Revival: Citizenship & Virtue
Greek mythology once predominated the highest forms of culture known to man. Myths of how fire came to be in the hands of humans, or how the peacock got its spotted feathers were beloved cultural tales of origins.[1] With the decline of the ancient cultures, new ones blossomed in their place. However, the question of origin has remained a pertinent, central question of each culture, no matter how modern. The question of origin dictates who a person believes himself to be, where he believes himself to be going, and what he believes himself to be doing. The question of …
Intersectionality And Accessibility To Social Services, Nora Khuder
Intersectionality And Accessibility To Social Services, Nora Khuder
Thinking Matters Symposium
In times of a crisis the intersectionality of sex, class, and ability creates a vulnerable population. Many available “resources'' are exhausted, due to high demand. Intersectionality signifies the impact of multiple intersecting identities in society as a direct correlation to the specific and unique barriers of marginalized groups. Resources are currently limited due to the lack of representative data. Although many studies have been conducted, many researchers have failed to capture the need of social services in rural areas.

GREAT Day Posters
Every four years, the United States uses an electoral college to select its the next president and vice-president. Each state is allocated a number of Electors based on the number of representatives they have in Congress. In the U.S. Supreme Court's 2019 term, the Court decided on two cases regarding a state's ability to punish "faithless Electors," or presidential Electors who vote contrary to their state's popular vote. In Chiafalo v. Washington and Colorado Department of State v. Baca, the Court ruled that states have the constitutional authority to punish faithless Electors, explaining that presidential Electors lack the discretion expressed …

Impeachment Definitions: Nixon Vs Trump, Riann Reinhart
ONU Student Research Colloquium
In recent years, presidential impeachment and removal from office has become a more prominent topic, we the people still have a hard time understanding what the founding fathers meant with such open wording as found in Article III of the Constitution: “The President, Vice President and all Civil Officers of the United States, shall be removed from office on Impeachment for, and Conviction of, Treason, Bribery, or other High Crimes and Misdemeanors.” The citizens of the United States still do not understand the meaning of “High Crimes and Misdemeanors” or know what goes into the presidential impeachment process. In fact, …

This analysis examines the implications of social media platforms in connection to free speech and presidential power. Specifically, this study will be drawing on a precedent legal case, Knight First Amendment Inst. v. Trump (2019) along with other cases that are relevant to this paper. This research is contributing to the literature by exploring the topic of how developing technology is influencing political communication. Results support the idea that the definition of public forum needs to be expanded and updated to include social media. Theoretical consequences for the role of social media in connection to executive authority and First Amendment …

Biennial Conference: The Social Practice of Human Rights
This workshop will explore both theoretical and practical approaches to methodologies and ethics as it relates to human rights work.
The goal of the workshop is to create a dynamic space that encourages participants to share and learn from our own experiences navigating the messiness of human rights ethics and methods. We specifically address formal education and systems and structures so that we may all design, do and teach research and practice related to human rights in a more critical and sustainable manner. We recognize the tensions of creating research, programs and advocacy that is seen as “legitimate” to educational …

Rights In Small Places? Participation, Rights And Power In Northern Ireland, Nicola Browne
Biennial Conference: The Social Practice of Human Rights
That a disconnect exists between ordinary people and the world of human rights academia, NGOs and INGOs and the marginalised communities they are intended to serve is undisputed. As the years preceding and following the financial crash have been characterised by increased economic inequality and concentration of power and influence in the hands of a ever-shrinking coterie of elites, human rights as a tool of change have seemed increasingly legalistic, irrelevant and divorced from the people. A case study will be presented of Belfast based rights organisation (Participation and the Practice of Rights - PPR) set up to develop and …
Decolonizing Human Rights: Sovereignty. Disruption. Tactics., A. Kayum Ahmed
Decolonizing Human Rights: Sovereignty. Disruption. Tactics., A. Kayum Ahmed
Biennial Conference: The Social Practice of Human Rights
Despite its emancipatory potential, human rights remains locked in a form of epistemic coloniality that defers to Euro-American knowledge and reinforces anthropocentric exceptionalism. In order to employ human rights as a source of emancipation, human rights must itself be emancipated—it must be decolonized. Drawing on the notion of 'decoloniality' as a framework that advances radical possibilities by delinking from structural racism, patriarchy and class embedded in capitalism and Western modernity, a typology of human rights as sovereignty, disruption, and tactics is developed as a way of understanding human rights from the position of the colonized.

The Equal Rights Amendment: Why All U.S. States Have Not Ratified, Gina Tan, Mirren Galway
CURCE Annual Undergraduate Conference
Currently, enacted legislation for the equality of men and women in the United States does not exist. Despite many advancements, as of 2018, the equality of men and women is not explicitly stated in the U.S. constitution. There is a long history of discrimination against women in the U.S., and for some time now, there have been pushes toward constitutionalizing equality based on Sex. One such push came in 1923, shortly after women were granted the right to vote and The Equal Rights Amendment (ERA) was introduced. This amendment mandates that the “Equality of rights under the law shall not …
Pastors And Politics: Considerations For Missional Church Leaders Addressing Political Matters, Matthew Stinson
Pastors And Politics: Considerations For Missional Church Leaders Addressing Political Matters, Matthew Stinson
Seaver College Research And Scholarly Achievement Symposium
We live in a politically divided time. Long-standing questions about the political role of the church have taken on a renewed interest for American Christians who see this political divide widening and have trouble reconciling their beliefs with the platforms of either major party. How ought Church leaders, seeking to lead missional congregations, speak to our current political context?
This paper lays out a framework for political engagement by missional Church leaders. It first offers a definition of a missional church and a missional church leader. Second, it surveys some of the various approaches to Church and State relations in …

This research project identifies a plan to study best practices addressing unlawful workplace harassment and discrimination in New Mexico-based hospital healthcare systems. Initially, this project focusses on Presbyterian Healthcare Services and the University of New Mexico Hospital, with the possibility of including other local healthcare systems. In light of recent developments from “#MeToo” and “Time’s Up” movements, the issues of unlawful sexual harassment and discrimination are hot topics in today’s society and need to be more openly addressed by all levels of an organization, in order to identify these issues head-on and hopefully prevent them from continuing to occur in …

This paper will examine the functional differences between Unmanned Aircraft Traffic Management Systems, Air Traffic Management Systems, and Space Traffic Management. Understanding both the similarities between the systems and the different functional requirements of each concept is critical in the discussion and development of STM. While there are many commonalities in each area, it is important to understand how the different environments affect the ability to develop policies, procedure and technologies to manage the vehicles operating in the distinct environment. Both technical and legal frameworks will be discussed.
