Among the reasons for the development of the European Atomic Energy Community--the expense of nuclear research, the scarcity of trained scientists and the need for uniformity in inspection, health and safety rules was the further thought that nuclear energy was a good area for the development of a supranational entity since there was the possibility of a crisis in teh study of fuel for Europe and cooperative positive action ws necessary.
