Although educators internationally have often provided care to vulnerable students who struggle to meet the needs of nutrition, health, protection, and access to essential social services, no formal social systems exist in Gabon to aid educators who work with these students. In the absence of relevant local research and drawing on Dewey’s theory of progressive education as a conceptual model, this basic qualitative study asked about educators’ perceptions in limited resource elementary schools in Gabon of the social needs and strategies employed with students who demonstrated signs of disengagement and alienation. Unregulated state cyberattacks are an urgent threat to international peace and security because of the costs they impose and the devastating effects they can create. However, international norms governing state cyberattacks (international cybersecurity norms) have not yet emerged. The lack of meaningful consequences for state cyberattacks, and the high rewards derived from them, incentivize states to engage in this new form of hostile conduct (cyberconflict). The problem addressed in this modified Delphi study was the persistent struggle between authoritarian and democratic states over competing international cybersecurity norms that cause cyberconflict to remain unregulated. The difficulties utility managers in the Dominican Republic have implementing sustainable wind strategies threaten the ability to diversify the energy supply and reduce dependence on imported fuels. Grounded in Rogers’s diffusion of innovation theory, the purpose of this qualitative single case study was to explore strategies utility managers use to implement renewable wind energy in the Dominican Republic. The participants were five wind energy managers in the Dominican Republic. Data were collected using semistructured, face-to-face interviews and a review of company documents.
