Drawing from ethnographic and historical data combined with document analysis, this article addresses two issues related to the mechanisms involved in localizing global human rights ideas: 1) the disharmony that may results when global ideas are concretized in the form of domestic laws and come in conflict with the ever shifting local rights consciousness and 2) the role of habitus in determining how human rights advocates respond to changing local rights consciousness.
