This report from the (US) States Senate Committee on Interior and Insular Affairs, dated November 29, 1973 was written to accompany US Senate Bill 1468 which sought to establish the Knife River Indian Villages National Historic Site in North Dakota. This report seeks to amend US Senate Bill 1468 to specify funding limits for acquisition of land and for development of the historic site. US Senate Bill 1468 was passed by the US Senate as amended on November 30, 1973. This legislation was reintroduced as part of an omnibus bill that established six new national historic sites. A wave of indignation and shock swept over the North following Stephen A. Douglas' introduction of the Kansas-Nebraska Bill in the United States Senate in January, 1854. The South conceded Nebraska to the North, because of the Territory's geographic proximity to Northern transportation routes and the free-state of Iowa. In return, the South expected the North to concede the loss of Kansas as a future slave state. But many Northerners were not willing to assent to this new compromising proposal without a struggle.

This report was under-taken primarily to evaluate the impact that the construction of the Dickey-Lincoln project would have upon the resources of the Upper St. John River, and to examine the assertion that the Dickey-Lincoln project constitutes a wise use of the public's environmental and economic resources. Since the case that has been made for the construction of the Dickey-Lincoln project rest primarily on the justification of the project in economic terms, this aspect of the project proposal will be intensively explored.

The Oregon School Bill of 1922 would have required all school age children to attend public schools. Beginning as an initiative measure sponsored by the Scottish Rite Masons it was passed by the voters in the general election in the Fall of 1922. Shortly after its passage representatives of private and parochial schools began a court battle against the bill which ended in the United States Supreme Court. Affirming the decision of a lower court it declared the Bill to be unconstitutional. While public interest in the Bill was great during the campaign, it soon dwindled and by 1925 the …
