Abstract
The concept of a concession for the operation of games of chance is the legal basis of the largest casino gaming industry in the world, that of the Macau Special Administrative Region of the People’s Republic of China. This concept, in its modern form, came to Macau in 1961, from Portuguese law, where it was started in 1927.
This paper has two main goals.
The first is to sumarize the evolution of concessions of games of chance in Portugal and Macau, covering the common legal and conceptual basis in both systems, highlighting the similarities and differences, especially regarding the …

Casino Gaming In Macau: Evolution, Regulation And Challenges, Jorge Godinho

This paper provides an overview of the evolution of the legal framework applicable to the casino gaming industry in Macau. The focus is on the evolution of the system of concessions and sub concessions, the regulation of gaming promoters, the complex VIP segment, as well as the anti-money laundering requirements. A final section considers the rapidly growing competition posed by the spread of gaming in various jurisdictions in the region. Overall, while casino gaming grew exponentially in recent years, there are numerous issues from the past which pose future challenges.

This paper examines how device laws in the United States have dealt with predictive devices over the years and how device laws can be improved. Part I of this paper looks at how different laws address predictive devices. In addition, Part I examines three device laws in depth and compares their effectiveness. Part II discusses the history and evolution of several types of predictive devices, and how the laws in Part I have been applied. Part III proposes a model device law designed to address the shortcomings of current laws. Finally, Part IV looks at the future of device laws, …
