The reason for this hearing is that last year my Sub-committee on Toxic Materials had a number of interim hearings to find information regarding toxic waste and the management of toxic waste and we felt that there was considerable confusion and what appeared to be a lack of coordination among the various departments in the state which had to deal with hazardous waste and so we requested the Auditor General to see how the laws that are on the books are being implemented and to see what is being done in the Department of Health Services and other departments. Our hearing this morning is concerned with the health and environmental effects posed by the use and disposal of PCB's - Polychlorinated Biphenyls. Because of the numerous incidents involving PCB spills and the increasing amount of liquid PCB waste accumulating in California, this Committee has a responsibility to examine these effects and insure they do not pose a risk to the public health and environment. At this hearing, we'll examine the long and short term human health hazards caused by the exposure to PCB's. Animal feedlots frequently are the subject of dispute between operators and surrounding landowners. In this Article, Professor Gelpe identifies the environmental problems created by animal feedlots and discusses the common-law remedies. In addition, Professor Gelpe provides valuable insights into the application and Interpretation of feedlot regulations recently enacted by Minnesota.

This Introduction notes the emerging mandate for international environmental law and the concurrent problems of implementation. It focuses on two particular applications of this new mandate: the United States-Panama Joint Environment Commission for the Panama Canal, and the suggested role of the United Nations Environment Programme in developing a system of global environmental hazard alerts.

The maintenance of adequate water supplies to meet increasing demand upon residential and industrial users in New England is now an urgent concern. Encouragement of water reuse is one of the ways in which water conservation can be implemented. This Article, synthesized by the authors from their technical report, examines current legal and institutional methods of promoting water reuse and conservation. They analyze their effectiveness and argue that legal and political reform is needed to achieve the ends of water conservation. I
