On April 25, 2021, the Washington state legislature enacted a new state capital gains tax. Prior to the enactment of the new state capital gains tax, Washington had been one of the few states that did not impose a tax on either income or capital gains. The limitations imposed by the Washington state constitution have forced the legislature to characterize the tax as an excise tax, rather than treat it as an income tax as would the federal government and every other state. Student Rights: U.S. Supreme Court Cases-- Their Implications For And Implementation In Washington Schools, Angela Dawn Ramsey

The relationship between national litigation and state legislation was studied. Seven areas of student rights were used in categorizing Washington State's educational laws and policies, and twenty-three precedent-setting United States Supreme Court cases. The results showed support for the hypothesis that national litigation impacts state legislation in educational policy-making. Implications for and impact that this has upon the future are discussed.

The vast number of school districts in Washington State has been greatly reduced over a period of years by various consolidation and reorganization laws. These laws cover a span of over sixty years, and many revisions were innovated during that time. An attempt shall be made to expose the reasons why school districts have been reorganized with a short historical background which ultimately affected consolidation. The basic or main laws governing reorganization shall be written in sequential order from 1903 to 1957.
