The FRMA was implemented on 1 October 1995 following widespread public consultation and support from both Houses of Parliament. The Act implemented a number of significant changes to public administration and made certain advances in many areas (e.g. a public register of authorisations). In the ten years of its operation, the FRMA has demonstrated many strengths, however, experience and changes in policy direction have highlighted certain aspects of fisheries management and law that deserve attention and possible amendment.

The CAP’s primary responsibility was to develop criteria for access and allocation within the context of the management framework developed by the MPP. It is therefore important that this management paper is read in conjunction with the papers prepared by the MPP that outline the recommended management arrangements for the Gascoyne (Fisheries Management Paper No. 205) and the West Coast (Fisheries Management Paper No. 206) regions.

The Government recognises that the mackerel fishery is important to both the recreational and commercial fishing sectors. However, the purpose of these arrangements is not to allocate the mackerel resource between the sectors but within the commercial sector. Resources sharing issues are subject to investigation in the Integrated Fisheries Management Review where alternative management frameworks and principles for allocating fish stocks to ensure maximum benefit to the community are examined.

This Management Paper is intended to assist the Executive Director when considering the issuing of authorisations for commercial aquaculture under Section 92 of the Fish Resources Management Act 1994; written approvals or written authorities for the translocation of barramundi under Regulation 176 of the Fish Resources Management Regulations 1995; and in the development of programs for recreational fishery enhancement of barramundi. The Western Australian Government is committed to the development of aquaculture within a framework of environmental sustainability. In October 1996 the Office of Policy and Planning in Agriculture Western Australia undertook a collaborative research project on ‘Agriculture in the Western Australian Economy’ with the Economic Research Centre (ERC), University of Western Australia. One of the main objectives of the project was to ensure that the new input-output (I-O) table for Western Australia being produced by the ERC, would incorporate agricultural industries in a manner that corresponded to the different industry programs of Agriculture Western Australia. This report outlines the Committee's final advice to the Minister for Fisheries on the need for a public commercial fishing licence register which has a mechanism for the recording of financial security interest in fishing licences. The Committee was greatly assisted by legislation introduced within the Victorian State Parliament during 1989, which by amendment to the Fisheries Act, provides for the registration of prescribed financial interests in fishing licences (See Appendix 1).

Australia's first recreational fishing forum was held at the West Australian Cricket Association Ground, in Perth WA on Saturday, 20 October 1990. It was clearly recognised by government, fishers and fisheries managers alike that the 1990's was the decade of decision for recreational fishing in WA. At the end of the day, the 12 speakers had covered an impressive range of topics, from the principles of resource sharing to community education and the question of funding the management of recreational fishing.
