Public administration assumes various actions that vary in their nature, appearances and implications. In order to perform these administration functions, the administration has to have an authority for achieving certain goals. The authority is not considered a privilege that can be used however and whenever the administration likes. On the contrary, these should be used for certain goals, that is, public interest.
