The focus of this research was to examine the funding relationship between a single public institution of higher education and its accompanying system office. Such a study is important in order to obtain insight into the relationship between a System Office and an institution, and thus how institutions carry out their fiscal responsibilities, not directly to the state but to the System Office they serve. The study provides insight into how the System Office communicates and transacts with an institution regarding financial allocations. Poverty in the US is growing at an alarming rate. The current economic climate demands higher education to embrace the economic diversity of all students and to prepare them, regardless of economic class, for a globally competitive workplace. Unfortunately, the higher education community is not as adept at serving low-income students, as it is middle- and upper- income students. Low-income students are less likely than their more affluent peers to enroll in college or graduate. Starting in the 2010-11, administrators at the Fountain Lake School District implemented the Cobra Pride Incentive Program (CPIP), a merit pay program designed to financially reward all school employees with year-end bonuses primarily for significant improvements in student achievement. At the conclusion of the 2010-11 school year, over $800,000 in bonuses were distributed to school personnel. Because of the substantial investment in this program, it was important to determine how the CPIP impacted the school counselors, teachers, and students of Fountain Lake, to see if any of the potential benefits of a merit pay program were realized.

Rooted deep in Germany's past is its modern socio-political grounding for environmental respect and sustainability. This translates into individual and collective action and extends equally to the economic and policy realm as it does to educational institutions. This thesis evaluates research conducted in Germany with a view to what best approaches are transferable to the United States liberal arts setting. Furthermore, exemplary American models of institutional sustainability and environmental education are explored and combined with those from abroad to produce a blueprint and action plan fitting for the American college and university.

This thesis is an analysis of Career and Technical Education as a response to the low quality of public education in Hartford, Connecticut. Hartford Public Schools recently adopted the Career Academy model of CTE to restructure its failing high schools. This model is an improvement upon traditional forms of CTE, and graduation rates and test scores have increased since Hartford’s Academies opened in 2008. Education accountability measures, especially since the passage of No Child Left Behind, have been assessed for a variety of factors in empirical research. A large portion of this literature finds that overall, accountability measures increase performance, but also increase the achievement gap. These findings have inspired this research to examine what other marginal groups of students have been affected by the unintended reaction to the consequence-based incentives found in minimum competency accountability programs, such as No Child Left Behind.

A Theoretical And Empirical Investigation Of Professional Development's Impact On Self- And Collective Efficacy By School Accountability Status, Gail Stupp Moon

This quantitative study used the Schools and Staffing Survey of 2007-2008, a school-based stratified probability-proportionate-to-size sample of all American schools, to explore the relationships of professional development to teachers' self- and collective efficacy by school accountability status as measured by adequate yearly progress (AYP). In addition to comparing professional development hours by teacher and school demographic characteristics, linear regression models were used to determine differences among three AYP groups: those who failed to achieved AYP the previous two years and were in Improvement status, those who failed to achieve AYP the previous year, and those who achieved AYP. This research was designed with the primary purpose of identifying the dimensions of principal support perceived by public high school teachers in Virginia and identifying the relationship between principal support and organizational citizenship behaviors.
