When No Child Left Behind (NCLB) was signed into law in early 2002, many hoped the legislation would help reduce achievement gaps among traditionally underperforming populations. For Hispanic students specifically, however, NCLB has contributed to educational inequality, school segregation, and high drop-out rates in major ways. Given these outcomes and trends, it is surprising that members of the Congressional Hispanic Caucus (CHC) and other Hispanic American interest groups overwhelmingly supported NCLB despite potentially being able to anticipate how the law would hurt Hispanic students. This research focused on Samoan parents' and students' perceptions of student success. This research confronts some of the barriers encountered by minority parents and students within the public education system. Recent research on Samoan students identified the struggle many encounter living as a minority group within the dominant societies of Australia, New Zealand and the United States. This study documented multiple pathways toward success that Samoan parents and students within these countries have identified.

The increase in Indigenous participation in university courses in recent years has not been matched by an increase in graduation. In the mainstream university population, student success has been linked to approaches to learning, which are linked to conceptions of learning. This study investigates what conceptions of learning Indigenous students identify at the beginning of their university career. Thirty six students completed a 'Reflections on Learning Inventory' developed by Meyer (1995). Nine of these students were interviewed in depth about what they thought learning was and how they would go about it. The interview analysis for each of the nine …
