This quantitative survey design study examined whether children’s ethnicity makes a difference in teachers’ referral and placement decisions in gifted and talented (G/T) programs. A total of 524 teachers from all over the United States who have taught or currently teach pre-kindergarten through 5th grade participated. The participants were randomly given one of six vignettes adapted from a previous similar study (Elhoweris et al., 2005). Participants answered whether the child described should be referred and placed into gifted and talented programs. All six vignettes described gifted and talented characteristics; the only differences were the children's ethnicity and socioeconomic status. Data …

This qualitative study aimed to understand teacher experiences working with English language learners (ELL) with or suspected of having a learning disability. This study also addressed the current problem of ELL students concurrently being under and over classified as needing special education services. This study explored the experiences of elementary school teachers in the state of New York. The participants were from different school districts within New York State. Overrepresentation of English language learners (ELLs) in special education is a current problem. Urban school professionals indicated that inappropriate placement is linked to a multiplicity of factors. Scarce data exist regarding the relationship between school professional efficacy beliefs, the availability of bilingual programs and personnel for ELLs, and successful academic outcomes. There is an increase in Hispanic English Language Learners (ELL). Poverty levels and lack of teacher training can also be stacked against the ELL population. Gesturing is a teaching technique that is used in successful methods such as The Natural Approach (NA) and Total Physical Response (TPR) in helping ELL students in English comprehension and output. This study examined the effects that increased teacher gestures have on the number of words spoken by the child in multiple settings. The purpose of this study was to investigate if there was any pattern in the types or frequencies of errors made within writing samples produced by English Learners (ELs) in special education and whether those patterns differentiated them from ELs not in special education or whether there was commonality between the types or frequencies of errors made by ELs in special education and native-English speakers in special education. English Language Learners (ELLs) have been over-identified for placement into special education classes for more than 20 years. Causes include a lack of precisely defined constructs for disabilities, funding methods used by states, failure to follow federal legislation, weak prereferral systems to special education in schools, a huge influx of non-English speaking students to the classroom, and a lack of training amongst teachers.
