Current research has focused primarily on prescriptive models of professional development (PD), yet few have focused on teachers experiences of mandatory PD. Furthermore, researchers (Adams, 2014; Elmore, 2002; Hargreaves, 2011) have shown numerous points of disconnection between the prescribed policies for teacher PD and the de facto policies reflected in teachers' experiences of PD, leaving teachers' accounts of mandatory PD largely underexplored. The purpose of this study was to determine the long-term impact of the Summer Workshop for English Teachers. Moving beyond participant satisfaction surveys and even measures of participant learning outcomes, this project sought to describe the ways that teachers implemented their program training after returning to Mexico and what affect that had in their classrooms, their schools, and the wider English-teaching community. This study examined preschool teachers' implementation of culturally and linguistically responsive strategies using children's literature in an urban multicultural preschool. Through a qualitative phenomenological design, this research aimed to expand understandings of language dialect and achievement in early childhood education and examine preschool teachers' knowledge, beliefs, and instructional practices regarding identified home languages—African American Vernacular English and Hispanic American English, Academic Language, and code switching. The field of education, particularly at the primary level, is dominated by white, middle-class female educators. Consequently, a cultural mismatch between teachers and students in the United States can occur as the demographics of classrooms and communities continue to change. Exacerbating matters, only 3% of these teachers are fluent and able to teach in any second language. Juxtapose that with the number of emerging bilingual students in U.S. classrooms (10.5%, of which 73% are native-Spanish speakers) and the chances of these students' social and academic success seems dismal at best.

The past decade has seen a significant increase in the emergence of English Language Learners (ELLs) in the United States. Nationally, a disparity in achievement exists between ELLs and non-ELLs. Relatedly, this problem was evident in a northeastern school district, where ELLs had not made Adequate Yearly Progress 2 years in a row.
