This dissertation consists of a program evaluation, a change leadership plan, and a policy advocacy proposal.

The program evaluation studies the impact of initiatives implemented at an elementary school near a large city in Illinois using a case study methodology. The school was required to restructure during the 2013-2014 school year as a result of the performance mandates outlined in the No Child Left Behind Act of 2001. To compare the post-restructuring status of the school with the pre-restructuring status, student growth data for multiple grade levels and for each federal subgroup was collected. This article explores the critical role of school leaders in language policy change, and specifically in shifting their language education policies and practices from monolingual to multilingual. We examine the process of language policy change in three schools that were involved in a project aimed at increasing the knowledge base of school leaders about bilingualism and language learning, and which required that participating schools use bilingualism as a resource in instruction and cultivate a school-wide ecology of multilingualism. The project encouraged translanguaging pedagogical strategies that engage the entire linguistic repertoire of emergent bilinguals flexibly. Our findings demonstrate that the school …

This article examines Jesus’s teaching methods as described in the four Gospels, highlighting the ways in which He led listeners to participate actively in their learning. We identify similarities between many of Jesus’s techniques and current practices in the field of student engagement, with a focus on applications for instructors in higher education. Several of His approaches, most notably storytelling and the use of analogies, point to recommendations for improving teaching practice by increasing student engagement in the learning process.

The DMAP is the strategic plan for the University as it relates to diversity and inclusion. It aligns with the University Strategic Plan Goal #4: Ensure a diverse, inclusive, and healthy community. WMU President Bailey charged Dr. Warfield, Vice President for the Office of Diversity and Inclusion, with leading a council to develop the DMAP. Over 75 WMU community members assisted in its development. It was adopted by the Board of Trustees in 2006. The DMAP defines terms such as diversity, multiculturalism, institutional bias, global, culture, and affirmative action so that our community has a shared language.

I offer voice to a silenced and minimally recognized group by including my story and the story of other Latina leaders. Through this ethnographic and case study approach, I explore the central question: “How does race and gender of Latinas influence their leadership style?” Being female and Latina, I seek to understand how the pressures of conforming to traditional White male leadership style impacts Latinas’ ability to lead with authenticity. Using Hall’s framework of policy changes, we sought to document and classify changes in initial eligibility and award provisions of broad-based merit aid scholarship programs at inception and present day. Our analysis revealed five first-order changes, two second-order changes, and only one third order change. Although the policy settings, instruments, and goals remained static in five states, the scholarship dollars in four of them have not kept up with increases in overall cost of attendance.

The purpose of this study was to investigate the perceptions of administrators, guidance counselors, and classroom teachers in the high schools of Northeast Tennessee regarding their schools’ academics, climate, culture, parent engagement, and their English Language Learners’ school experiences. The researcher sought to ascertain if significant differences exist between the perceptions of different groups of educational professionals in the school, with those groups to include school administrators, guidance counselors, and classroom teachers. In this article, the authors share findings from an ethnographic study drawn from an evaluation of an after-school program directed by a Catholic diocese to meet the educational needs of children attending urban Catholic schools. The authors used critical research methods within the context of Catholic social teaching (CST) as a theoretical framework for the data presented in this article. As such, students entering U.S. schools from foreign countries are given access to English to Speakers of Other Languages (ESOL) programs and they are referred to as English Language Learner (ELL) students. The ELL population in the United States continues to increase. Research suggests that the English language proficiency growth rates for numerous ELL students are strongly correlated with their English language proficiency levels (Cook & Zhao, 2011; Conger, 2008). The results of Conger’s 2008 study suggested that just over fifty percent of students gained English language proficiency after three years. According to the same study, the students that did not typically gain English language proficiency were students who entered public schools older and with a lower English language proficiency level. This book mainly offers the biography of Moisés Sáenz (1888-1941), founding architect of Mexico's system of public schooling and former student of John Dewey, describing in particular his roles in creating rural schools, initiating bilingual education (for Mexico's indigenous populations), and experimenting with linkages between schooling and community development. The volume also includes the author's reflection on the relevance of learning about Profr. Sáenz for his own intellectual trajectory (which includes studying the movement of students between Mexico and the US) and reflections by Mexican educators Humberto Leal Martinez and Juan Sánchez García.

This paper highlights the importance of school principals in English Learners’ academic achievement in the age of the Common Core State Standards. Revising the curriculum of administrator preparation programs to include a greater emphasis on curriculum and instruction is one approach to enhancing principal leadership for English Leaners. Another approach is to reculture site-level instructional leadership through professional development to address the academic learning needs of English Learners.

The purpose of this study was to determine predictor factors of upward transfer for Kentucky community college students enrolled in a developmental algebra course. For independent students, a mother with a college degree, a declared major, a federal work-study position, greater adjusted gross income, and a higher grade point average was positively correlated with upward transfer. For dependent students, a father with a college degree, a declared major, and a higher grade point average was positively correlated with upward transfer.
