In 2005, a new Personal Development, Health and Physical Education (PDHPE) Years 7–10 Syllabus will replace the current syllabus and be implemented with Year 7 and Year 9 students in NSW secondary schools. Informed by contemporary research, the new syllabus represents changes to both the content and the teaching strategies traditionally utilised by teachers. In this article, I examine challenges to better preparing teachers of students with emotional/behavioral disorders (E/BD). Foremost among these challenges is the lack of agreement regarding a conceptual framework upon which to build quality prevention/intervention practices; instead, various authorities advocate disparate approaches, not all of which have empirical support. I assert that unresolved issues surrounding translating scientific research into classroom practice further hinder efforts to apply the most efficacious intervention options, as does our failure to exert control over the infrastructure of public education and the context in which we serve students with E/BD. Shortages of fully qualified special education teachers have been present in rural, suburban and urban America since the formal inception of special education. Public schools have mitigated special education teacher shortages by hiring paraprofessionals. Though hiring of paraprofessionals has been common practice, it is becoming more difficult to recruit and retain paraprofessionals once hired due to factors related to, or exacerbated by, the lack of pre-service training that teachers receive to effectively supervise paraprofessionals. Investigating Factors Associated With Low Achievement Early In School: A Pilot Study, Kevin Sutherland

The purpose of the current study were to (a) examine the relationship between academic achievement and social competence in a sample of kindergarten and first grade students, and (b) investigate the interventions their teachers are using with low achieving students. Sixty kindergarten and first grade students and 15 teachers participated in this study. Results indicated significant differences between low achieving and typically achieving students on reading achievement and teacher reported academic competence. No other significant difference between groups were found. Controlling Choice: Teachers, Students, And Manipulatives In Mathematics Classrooms, Patricia S. Moyer-Packenham, M. Gail Jones

This research study examines the instructional practices of 10 middle grades teachers related to their use of manipulatives in teaching mathematics and their control of mathematics tools during instruction. Through 40 observations of teaching, 30 interviews, and an examination of 67 written documents (including teachers' plans and records), profiles were developed that describe how teachers used and controlled manipulatives during instruction. Results showed that teachers used a variety of manipulatives and other mathematics tools over the course of the year-long study. Teachers reported using a mathematics tool (manipulative, calculator, or measuring device) in 70% of their lessons, and this self-report …

Under the provisions of the No Child Left Behind Act of 2001 (NCLB) all instructional paraprofessionals working in a program supported under Title I, Part A, are required to meet the federal definition of being highly qualified by the end of the 2005-2006 school year. In meeting the NCLB requirements, the capacity to support teaching and learning activities in the content areas must be demonstrated. This case study focused on developments at Clontarf Aboriginal College and Football Academy, a Specialist Sports School in the Perth metropolitan area. The study specifically explored:

• the ways in which the development of an Australian Rules Football academy at the school have enhanced opportunities for Aboriginal students, many of whom may be deemed in educational terms 'at risk', to engage in school life;

Increasing pressure on teachers and administrators due to high-stakes testing has led to increased risk to our most vulnerable population, those students who arrive at school without the prerequisite skills necessary to successfully participate in the academic climate of the classroom. Making a transition to a new school causes anxiety for students and can challenge the coping skills of many adolescents, especially those at risk. Typically the move to a new school includes changes in school climate, school size, peer relationships, academic expectations, and degree of departmentalization. When adolescents move into middle school or high school, the anxiety is complicated further by other normative changes like puberty, social and emotional changes, the importance of peer relationships, and the development of higher order cognitive skills.
